Model code of conduct may hamper Assembly session

Imphal, March 04 : The session of the 9th Manipur Legislative Assembly which is scheduled to commence from March 17 is likely to face many inconveniences on the part of the SPF government as the model of code of conduction of the 15th Lok Sabha election has already in force in the state too with the announcement of the election schedule yesterday.

In the meantime, the scheduled meeting of the Business Advisory Committee to chalk out businesses to be transected during the session scheduled today has been postponed till March 7. As it is the first session of the year 2009, state Governor will address the house on the first day which usually focuses on the achievements of the government during the last one year and futures policies and programmes of the government.

On the other hand, under the enforced model code of conduct of the election, the government is not allow to highlight any policy and programme which will attract the general public.

Political analyses observed even consider the address of the Governor will amount to violation of the elections model code of conduct.

Government is also planning to table many government bills for passing during the session.

Among others, the bills includes Govindaji Temple Board amendment bill.

This government is sure to attract some section of the society which is amount to violate the model code of conduct, if deeply analyzed.

At the time of question hour also concerns ministers will not be allow to give assurances for translating into action to various works and schemes which will be difficult task for the ministers.

Analysis also observed that the inconveniences to be befell over the government is its owned weakness saying that government did not tried to summon the session earlier even though it was known that the election will come up in the April or May and the schedule is to be announced month ahead.

In this regard, O Joy, one of the senior most legislatures in the state Assembly said that he is feeling what the session is going be.

"I feel wonder how the Governor address and proceeding is to be done amidst the restriction under the model code of conduct.

But I will look into what can be done," he said.

Assembly secretary, Megharaj told Hueiyen Lanpao that the Assembly session was summoned by the Governor before the announcement of the election schedules.

Now in order to prevent any violation of the model code of conduct, the matter will be tabled for consideration in the BAC meeting scheduled on March 7. An expert advocate in the field said that government should take steps not to occur such controversy well ahead.

The matter is a new one.

He also suggested that as during the session, state budget is to be tabled, government need to obtain prior permission of the Election Commission of India.

This will able to prevent from arising controversy.

A highly reliable government source said that the state government will not present full budget during the session but only an interim budget for vote on account for four months.
