Films on HIV/AIDS stigma and discrimination released

IMPHAL, Mar 31 : To fight against stigma and discrimination and to raise awareness and bring a change in the attitude towards marginalized groups and people living with HIV/AIDS, a media interaction cum releasing of three documentary films focussing on the lives of three PLWHAs was held this evening at the Manipur Press Club in Imphal.

The programme was organised as a joint venture of the AIHI (Australian International Health Institute), Avahan, OSD (Overcoming Stigma, Discrimination) and CFAR (Centre for Advocacy and Research) and was attended by project director of MACS Dr. Pramod and the three persons who were highlighted in the film programme.

The films were a part of the AIHI initiative on overcoming stigma and discrimination which will subsequently be used to raise awareness and build partnerships for combating the issues. It was supported by individuals and community based interpersonal communication intervention and structured around the mandate of the National AIDS Control Organization (NACO) to address issues of stigma and discrimination in the fight against the HIV/AIDS epidemic.

The films which were shown today will be used as a medium for raising awareness about the core issues of stigma and discrimination that PLWHAs and other vulnerable communities face and to inspire members of affected communities to take up the challenge in the fight against HIV/AIDS. It is also an attempt to look at partnerships with different stakeholders like service providers, church leaders, positive network groups etc. in a joint collaborative effort against battling stigma and discrimination.

Dr. Pramod who also honored the presentation of posters maintained that to fight against HIV/AIDS as well as stigma and discrimination such programmes are very much required in the state. He was proud that such programmes are organised in order to change the attitude of the people towards the PLWHAs.

Many programmes giving emphasis on HIV/AIDS were held in the state but such programmes were not organised till date and although 99 percent of the population of the state have the knowledge of HIV/AIDS they never really know how to control and prevent the disease.

Therefore, to change the behaviour and attitudes, the role of media and poster campaign will be very much important. And for these reasons the MACS are going to use the poster produced by OSD and films as eye openers for the public, he said.

The team leader of OSD, Dr. Joyee who highlighted on the campaign against stigma and discrimination maintained that in October-November 2005 Emmanuel Health Association, Project Orchid and AIHI had commissioned a rapid assessment of HIV/AIDS related stigma and discrimination towards marginalized groups and PLWHA was occurring in health care facilities, within families in educational institutions, work place, religious settings and the police.

Several hurt in bomb attack in Imphal

IMPHAL, Mar 31 : A bomb was hurled at a grocery shop by unknown gunmen at Mayang Imphal bazar, under Mayang Imphal police station, resulting in injuries to several people present at the shop.

The injured were rushed to the RIMS hospital.

The incident took place this evening around 7 pm. According to a source the incident happened when two persons came and hurled a bomb inside the grocery shop owned by one Sharat. The bomb was thrown out of the shop by his daughter Preety and exploded thereafter resulting in injuries to several people.

The injured persons were identified as Maibam Preeti of Mayang Imphal bazar, Laishram Mikoibi, 50, of Mayang Imphal bazar, Moirangthem Amo, 50, son of Bir Singh of Mayang Imphal Thongkhong, Laishram Devan, 42, son of late Yaima of Mayang Imphal bazar.

Regarding the incident, Kh Ratan, MLA of their constituency said that it was very unfortunate that innocents were becoming victims of the armed persons and also warned at the same time that the people would turn against such armed persons if they continued such activities in future.

Independent candidate files nomination for Inner seat on first day of nominations

IMPHAL, Mar 31 : On the opening day of filing of nominations for the Inner Manipur Parliamentary constituency for the upcoming 15th Lok Sabha elections, A Rahaman, an independent candidate, filed his nomination papers today.

On the last day for filing of nominations for the Outer Manipur seat five candidates including one woman named Rose Mangshi also filed their nominations today. Three of the nominations were renominations.

A Rahaman while speaking to the media said that the state had become a place where peace no longer existed and the AFSPA had caused crimes to increase. He said he was strongly against the Act and wanted to bring peace for the betterment of the people if he was elected. He also want to safeguard the old monuments and to uplift the minorities.

His candidature is being supported by the United Friendship Organisation (UFO), Manipur and also by the United People’s Party which is to be a political wing of the UFO.

On the other hand, regarding the replacement of the candidate of the MPP, the party’s candidate Th Chaoba told the media that the decision was taken looking into the present situation of the state and added that if the national party wins then they would work first for nation and the state later.

He also added that under the Congress led government the condition of roads, water and electricity had become deplorable and asked if that was what the party had done during its seven-year rule.

He further observed that the law and order situation in the state was horrible and the curfew imposed in the state had passed a month. While curfew was imposed at night time shops were broken into and goods and money stolen, he said.

If people don’t want such incidents to take place they should use their right to vote wisely and not give votes to those who will not work.

Crowd throng to revel and celebrate in Churachandpur

IMPHAL, Mar 30 : The people of Churachanpur had not witnessed something like this for a long time and that was probably why such a large crowd gathered at Peace ground, Tuibong on March 28 and 29 when 27 Sector Assam Rifles under HQ IGAR (South) celebrated their 5th Raising Day. The local public also joined in and probably they were also celebrating life and peace and got a glimpse of the times to come.

Commander 27 sector inaugurated the event by releasing a flock of pigeons and dozens of balloons amongst cheers and jubilation from the onlookers. There were hundreds of  locals those could not hold back their curiosity as the word of the fun and festivities spread.

The maximum inquisitiveness was for the ‘Know-Your-Security-Forces’ stall where the forces had displayed their weapons and equipment.

Thanbol and Kaimungthang were part of the crowd and said, “These things can do so much, be it detecting explosives or detecting metallic items as small as a pin, and such modern weapons, we had seen only on ‘Discovery Channel ‘.

There were large crowds at the medical stall, mainly the youth, eager to know if they meet the physical standards for joining the security forces. There were stalls for innovative games, numerous prizes, lots of eateries, music to dance and opportunity to meet friends and make merry. It was a spectacular event enjoyed by everyone.

UDP rally protests President’s rule

Shillong, March 30 : The rally organised by the United Democratic Party, the coalition partner of the Meghalaya Progressive Alliance, here today passed a resolution urging Governor R.S. Mooshahary to revoke the President’s rule and install the MPA government.
The rally, held amid tight security and attended by a large gathering at the Malki ground here, protested against the President’s rule imposed by the Centre on March 18 despite the MPA winning the trust vote a day before.
Though the rally was organised by the UDP, members of all the MPA coalition partners took part in it.
Placards and banners put up at the ground read, “No President’s rule, no Lapang rule, whole seller wants to buy UDP, HSPDP MLAs” and “Revoke President’ rule”. One of the placards warned Assam Congress leader and health minister Himanta Biswa Sarma not to meddle in Meghalaya politics.
HSPDP legislator Adviser Pariong, who had earlier deserted the MPA, was present at the rally.
Former chief minister Donkupar Roy said President’s rule was imposed in the state just to pave way for the Congress to form the government. He said the move indicated that the Centre did not want the regional parties and its allies under the MPA to rule the state. He said in 1991, President’s rule was imposed just because the Congress was not in power in the state.
He also expressed concern over the stand of the five legislators who had deserted the MPA. “The MPA was formed with a pledge to work together, but unfortunately, there were some black sheep in the alliance who betrayed the pledge,” he said.
Roy said despite the present setback, the UDP would in no way betray its friends in the MPA.
He lambasted the Assam health minister for interfering in the political affairs of the state and CLP leader D.D. Lapang for recommending imposition of President’s rule.
He, however, lauded Speaker Bindo Lanong for exercising his powers according to the rule of the law.
Roy urged the people to think properly before electing the “betrayers” and to vote against the Congress during the parliamentary elections.
Former deputy chief minister and HSPDP president, H.S. Lyngdoh, said it was unfortunate that the leaders who had pledged to form the MPA had destroyed the unity of the alliance.
Former education minister and Independent legislator Manas Chaudhuri said the Congress tried to buy legislators with money, offering important posts.
MPA secretary and NCP legislator Conrad Sangma said the alliance had prepared good policies for the development of the state, but the Congress was busy toppling the government, that too with the help of the Assam Congress.
“We will not allow people from outside the state to control and rule us,” he said.
BJP legislator A.L. Hek said the Congress had in the past resorted to President’s rule in many other states in the country whenever they wanted to grab power.

Churachandpur duo pitch on valley votes

Churachandpur, March 29 : The Churachandpur duo that are vying for the sole reserv-ed Outer Parliamentary seat appear to be dependent on how well they could influence the votes in the eight Assembly segments in Thoubal and Jiribam.

The assertions of NCP nominee LB Sona and his Congress counterpart Thangso Baite, that the valley based votes will formulate their victory were confirmed during exclusive chats with The Sangai Express.

'Had I been awarded the Congress ticket, I would not have received such a huge support from parties across the State; I believe that I am destined for NCP.

The weight that all these parties carried along with them will be sufficient to make the differences,' Sona said apparently in reference to his expectations from the parties influence in the eight Assembly segments of Thoubal and Jiribam.

'Of the eight segments in Thoubal and Jiribam, seven were Congress strongho-lds.

That means as a Congress nominee I would have a good prospect there,' maintained Baite as well.

When lobbed with the doubt of winning, when two individuals from non-Naga communities contested the polls, Sona admitted that, Baite may robe him of 30% of his expected votes from the district.

But he doubts the latter's intention on seeking the peoples' mandate 'long after I (Sona) had ma-de my (his) intentions clear'.

Baite however maintains that he seeks the Congress ticket when Sona too seeks for the same, and days before Sona opted for the NCP tickets.

'Who's first, me or him,' he mulled.

Sona was defeated as the Chairman of Zomi Council some months back, but he is hesitant to say that he is planning to forsake his people - the same people he claimed he had opted to serve before the Congress party.

'It will only be a better plate-form to lead and serve my people,' he said when questioned why he now returns to state politics, which he had already left.

'Constituency (MLA) politics is entirely a different affair with MP politics,' replied Baite when asked why he considers himself hopeful at a time when he was already defeated as an MLA in Singngat AC.

NPP candidate T Hangkhanpao defeated the then Congress candidate and sitting MLA Thangso Baite in the last State Assembly election.

On their expectation from their own home turf that was alienated in two vote banks as Zomi and Kuki, Baite bravely said he would expect cent percent vote from the district while Sona assume to receive the backing of 70 to 80 percent.

Though Sona confesses to the fact that he had considered Mani Charenamei as his would be strongest contender, Baite refuse to comment on the query.

'It is still premature to comment on this,' he said.

Public property defacement in Delhi as poll campaign picks up

Mar 29As the poll campaign hots up all over the country, more than 300 cases of defacement of public property have been lodged in Delhi with 50 such cases being registered last week against various political parties and leaders. Delhi Police spokesperson Rajan Bhagat said the anti-defacement drive, which is entering the fourth week, also saw the removal of 1,673 posters, 1,124 banners, 676 hoardings besides erasing 154 wall writings.

The city police had filed 1,127 cases of defacement during the Assembly elections last November. It was 408 in 2003 Assembly elections and 366 in 2004 Lok Sabha elections.

All cases were filed under Delhi Prevention of Defacement of Property Act (2007) which came into effect this month. Those booked under this act can attract a jail term of up to one year or a fine of Rs 50,000, or both.

11th National Festival of New Choreographies Yeningtha:Colours of Spring steal the show

New Delhi, March 29: In coincidence with the festival of Manipuri new year- Sajibu Cheiraoba, the three-day 11th National Festival of New Choreographies also took off last evening with the exhilarating Manipuri dance performance entitled- Yeningtha: The Colours of Spring at the Stein Auditorium, Indian Habitat Centre, Lodi Road here.

Conceived and designed by Padmashri Ojha Thingbaijam Babu and Priti Patel, the 45- minute production was based on the traditional Raas Leela of Manipur performed on the full moon night of Basanta  spring season.

The artistes of Anjika Centre for Manipuri Dance and Movement Therapy, Kolkata with their graceful movement on the rhythmic beats of Meitei Pung played by Ratan Singh and heart-throb powerful vocal of Wangkheirakpam Suraj Kumar- the Sutradhari delighted the audience throughout the performance.

It symbolized an auspicious and colorful beginning to the New year with beautiful dances of Krishna and Radha.

The unique feature of the production was the rendering of songs by the dancers themselves, thereby keeping the original tradition of the Raas Leela.

Sanjenbam Karuna Devi from Lamsang was in the role of Krishna and Abhi Amita Sharma from Thangmeiband as Radha.

Gopis were Kanan Devi, Sandhyarani Devi, Dayapati Devi, Priyarani Devi and Geetarani Devi.

Wearing black coloured velvet blouse dotted with golden coloured Kinar by all the dancers had a beautiful look and new meaning.

Wrapping both Krishna and Radha by a transparent refined silk cloth at the end of Raas Leela before the Arti took place, brought the audience's mind towards the real picture of the deities of Krishna and Radha adorned in the Shri Shri Govindajee Temple of the Manipur Palace in Imphal.

The production began with Pung Cholom performed by Ratan Singh and Brojen Singh with Moibung by Surchandra Singh.

Composition of Pung Cholom was of all selective pieces which could attract the audiences.

Priti Patel who worked in Manipuri dance is another Ratan Thiyam of Manipuri theatre who is very conscious of visual aesthetics.

Both were well-experienced communicators to the audience of their products.

The two Pung players threw their Kokyet (turban) from their heads to the audience.

Union Secretary of Culture Jawhar Sircar who occupied the front seat of the show wasvery kind enough for the artistes.

He picked up one of the Kokyets falling in front of him and kept it on the edge of the down stage.

The Choreographer and the Director of Anjika, Priti Patel said, "My production is based on the beautiful Manipuri Raas tradition.

The choreography is Ojha Babu Singh's and mine, based on Guru Amubi Singh's tradition.

My work has featured often at this festival.

But each time it is a challenge to churn out something new.

The whole idea is not to just put things together.

Fusion is difficult and challenging.

At the same time I don't want to forget the work within the format.

This time I have not used any martial arts at all.

Here the composition has been made very dynamic for the stage, whereas when you do it in a temple it's another thing.

That itself is something new".

Priti Patel's "Liklu-Lithang" participated in the last edition of the National festival was the most thoughtfully designed work of the festival.

Blending a traditional storytelling technique of Manipur with dance was an exception.

Even she used professionals from other forms to fulfill her creation.

Impresario India , Habitat World and India Habitat Centre jointly organized the National Festival of New Choreographies.

Union Secretary of Culture Jawhar Sircar lighted the inaugural lamp.

The platform for the National Festival was created in the year 1999 in the national capital for showcasing the new creative expressions of Indian classical dance choreography.

Raga Chitra choreographed in Kathak by Monisa Nayak, Divya Namaskar in Odissi by Kiran desai, Bighna Vinayaka in Bharatnatyam by Kush Kushari, Prayogam in Kuchipudi by Jaikishore Mosalikanti and Kala Shruti in Bharanatyam by Jayalakshmi Eshwar were the new creative outputs of the current festival.

Chaoba likely to replace Mohendro as MPP's candidate

Imphal, March 29: In a sudden twist of turn, the Manipur People's Party (MPP) is all set to replace its projected candidate, Prof N Mohendro by deciding to field another candidate for the ensuing Lok Sabha election in inner Manipur constituency.

The decision was reached this evening during the Core Committee meeting of the MPP held at the Kakwa Huidrom Leikai residence of the party's Legislature Wing leader, O Joy.

However, the accurate replacement for Prof Mohindro would be decided tomorrow morning at 8 during a Working Committee meeting of the party to be convened at the MPP's office here.

The party's Election Committee meeting scheduled to be held at 9am will accordingly give its approval as per the resolution of the WC meeting A four-party alliance has also been formed by the MPP, NCP, MSCP and NPP earlier to have a common candidate for the coming Lok Sabha election.

The alliance had decided to support the MPP candidate in the inner Manipur constituency.

An authority within the party, while interacting with Hueiyen Lanpao said that the alliance will be unaffected even if the MPP change its candidate.

It also said that the earlier projected candidate, Prof Mohindro will have no malice towards the party and vice versa and added that he had earlier pledged to follow the codes of the party.Talking to Hueiyen Lanpao over phone, Prof Mohindro said that party's principles are more important.

He said that his contention to contest the election is only for the welfare of the people while admitting that he is not informed of the party decision to replace him with another candidate.

Meanwhile, a highly reliable source said that former MP, Thounaojam Chaoba is the probable candidate of the MPP for the coming election in inner constituency.

It said that given his contribution towards the development of the party and his vote bank, the MPP is compelled to review the party decision in fielding a candidate after former MP Th Chaoba conveyed his willingness to contest the election.

At the same time, ex-MP Kim Gangte is also likely to contest the coming Lok Sabha election in the outer Manipur constituency in the CPI ticket.

he was reported to have discussed the matter with the CPI National Secretary, AB Bardhan.

She may file her nomination on Monday if the party okayed her candidature.

The state unit of the CPI has also reportedly begun works for fielding her as its candidate in the Outer seat.

Monika’s B sample tests positive

New Delhi, March 28 : The B sample test of Manipuri weightlifter Monika Devi, who was stopped from participating in the Beijing Olympics last year on dope charges, has returned positive for a banned substance in a World Anti-Doping Agency-accredited laboratory in Tokyo.
Monika’s B sample was sent for testing to Tokyo by the sports ministry on the recommendation of T.S. Krishnamurthy Commission report which was set up to look into the doping episode.
The 28-year-old weightlifter’s dope test had an “adverse analytical finding” which cost her a chance to take part in the Beijing Olympics and sparked protests in her home state.
Under the normal procedure, any lifter who wants his or her B sample tested should bear the cost but in Monika’s case, the sports ministry footed the bill and a representative of the 69-kg lifter also travelled to Tokyo on government expense.
“The decision of the Sports Authority of India to stop her from going to Beijing was correct as Monika’s B sample test in the Tokyo laboratory has returned positive for a banned substance. Nobody is speaking about it now because a case is pending in Delhi High Court,” a source said.
IWF officials would not confirm the dope result as the matter is sub-judice. But it is learnt that the federation has received a letter from the National Dope Testing Laboratory in this regard.
Monika will now attract an automatic two-year ban from the IWF as this is her first dope offence and it will virtually rule her out of the 2010 Commonwealth Games and the Asian Games in Guangzhou in China next year.
The Manipuri lifter had filed a case before Delhi High Court to quash the dope result that had stopped her from going to Beijing on the ground that the authorities had not followed the Wada rules.

Traders down shutters against killing

Shops remain shut in Thangal Bazar and M.G. Avenue
Imphal, March 25 : All shops in Imphal’s Thangal Bazar were shut today as a mark of protest against the killing of a businessman by unidentified gunmen in broad daylight yesterday.
The trading community demanded the arrest and punishment of the culprits. The businessman’s wife left Imphal today to perform Gupta’s last rites in Gurgaon in Haryana. Unidentified men shot dead Deepak Gupta, 40, the proprietor of Janata Radio Sales and Services, inside his shop at Thangal Bazar at 3pm yesterday.
Police said three persons, including a woman with a baby, walked into the shop and one of the two men took out a pistol from the bag of the woman and fired at Gupta, who died on his way to hospital.
During the cordon and search operations around the market place, the police gunned down two persons and claimed to have recovered one pistol and one hand grenade from them. However, it was not confirmed whether these were the same people who shot Gupta.
All shops at Thangal Bazar and nearby M.G. Avenue and Alu Gulli remained closed for the day as a mark of protest against the attack. However, banks, including the SBI and the UBI, were open.
“We condemn the attack on the businessman. This is too much. We demand the arrest and punishment of the assailants,” Amrik Singh Pawah, convenor of Imphal Bazar Board, said. He said nobody forced the shopkeepers to down shutters, rather it was a spontaneous protest.
Radhabinod Koijam, leader of the Opposition in the Assembly, blamed the failure of the law and order machinery of the Okram Ibobi Singh government for the attack. “We have been saying that the Ibobi Singh government has failed to protect the life and property of the people. Yesterday’s is the latest example of the failure,” said Koijam, who visited Thangal bazar and met the traders.
The widow of the businessman, Poonam Gupta, today left with her husband’s body for their home in Gurgaon.
The two men shot dead by the police after the attack were identified by their families this morning. The two are Md Zuma Khan of Thoubal district and Thongam Ibomcha Singh of Imphal East.
The families denied any militant link and are yet to take the bodies. There is no report of any form of protest till this afternoon, but the residents of their localities are expected to launch an agitation against the killing.
Man shot: A suspected militant shot at and injured a village pradhan, identified as N. Ranjit, at Nachou in Bishnupur district today. Ranjit, who was shot in the leg, was out of danger.

Rebel-link slur on Congress

Imphal, March 25 : Two days after the AICC announced its candidates for the two Lok Sabha seats in Manipur, the BJP today accused the Congress, which leads the coalition ministry in the state, of trying to get support of the militant groups in ceasefire with the government. 
“The Congress is taking support from ceasefire groups to win the two Lok Sabha seats in Manipur. The party wants power through the barrel of the gun,” the BJP secretary in-charge of Northeast, Chandrashekhar Rao, said during a news conference today.
The BJP leader also charged that Mani Charenamei, sitting MP who is seeking re-election from Outer Manipur, is a candidate “sponsored” by the Congress. The BJP is fielding its former candidate, D. Loli Adanee, who lost to Charenamei in the last election.
Charenamei won the last election as Independent with support from the United Naga Council (UNC), apex body of the Naga community in Manipur. This time he is contesting on a Peoples Democratic Alliance ticket. He also has the support of Independent MLAs Forum, comprising eight Independents from the hills. 
The AICC on Sunday night announced names of Thangso Baite, former Congress MLA, as the Outer Manipur candidate and sitting MP Thokchom Meinya Singh as the Inner candidate.
On being asked the basis of the charges, Rao said Charenamei had been supporting the Congress all along during the outgoing term. “The one example is Charenamei’s support to the Manmohan Singh government during the vote of confidence,” he said.
Stating that the AICC ignored Ibobi Singh and the Manipur PCC’s preference while issuing the party ticket, Rao said the committee had a “tacit understanding” with Charenamei. Baite was only a dummy, he added.
The BJP leader said the proof of the nexus between the Congress government in Manipur and the cease-fire groups was the free hand given to these groups in extortion and anti-social activities. 
Nineteen tribal militant groups have entered into a tripartite agreement on suspension of operations since last year. 
“The border is managed by the UPA government. Armed militants continue to sneak into Manipur from Myanmar, carry out anti-social activities and then cross over to Myanmar. The UPA government is not checking it,” Rao said.
He cited the case of yesterday’s killing of a businessman in Thangal Bazar of Imphal city as another example of “total failure” of the Congress government in Manipur. 
Unknown gunmen shot dead the proprietor of a radio and mobile handset store inside the shop in broad daylight and escaped.
In reaction, police gunned down two suspected militants one hour after the attack at a place not very far from the shop. Local residents accused the police of killing the two in a fake encounter.

UN High Commission dwells for repeal of AFSPA

Imphal, March 25 : Speaking at a Conference organised by the National Human Rights Commission (NHRC), New Delhi on March 23 during her first ever visit to India since her appointment, the UN High Commissioner for Human Rights, Navanethem Pillay has among others, called for the repeal of the Armed Forces Special Powers Act (AFSPA), a communique of the Human Rights Alert (HRA) signed by its Programme Executive, Basantkumar Wareppa conveyed.

"India should repeal those dated and colonial-era laws that breach contemporary international human rights standards.

These range from laws which provide the security forces with excessive emergency powers, including AFSPA, to laws that criminalise homosexuality.

Such legal vestiges of a bygone ere are at odds with the vibrant dynamics and forwards thrust of the large sectors of the Indian polity," Mrs Pillay was quoted as saying.

The UN High Commissioner was also reported to have discussed laws like AFSPA during her meeting with the External Affairs Minister, Pranab Mukherjee and Home Minister, P Chidambaram, the HRA statement said.

During her two-day trip to India, Navanethem Pillay had also visited several National Institutions, met various civil society organisations, Human Rights Activists and NGOs from across the country.

Attending the high profile meeting on March 22, Executive Director, Human Rights Alert, Babloo Loitongbam had also highlighted an overview on the state of affairs of human rights in North East India, particularly on Manipur, the press statement of HRA said.

According to a dispatch of the deliberation of Babloo Loitongbam on the occasion, the HRA Executive Director had underlined the continuation of insensitive and high-handed approach will aggravate the already simmering armed conflicts thereby exacerbating the already acute human rights and humanitarian situation in the NE region, while highlighting the upshots of AFSPA, 1958 and the abuse of rights on civilian population in the name of counter-terrorism or struggle for self-determination perpetrated by both the state and non-state armed groups.

Despite all major UN treaty bodies and the Government of India's own committees' recommendations for the repeal of AFSPA, the Act is still at large, Babloo highlighted.

Referring to the provisions laid down in the UNHR Committee, the rights activist also submitted that the problems in areas affected by terrorism and armed insurgency are essentially political in character and that the approach to resolving such problems must also, essentially be political while calling for the facilitation of an objective assessment of the human rights situation in the North East region by Special Rapporteur on the indigenous peoples.

NC Hills Killing flayed

Imphal, March 25 : The Regional Authority of GPRN Zeliangrong, NSCN (IM) has condemned the killing of one civilian and injuring two others at Tungze village in NC Hills of Assam on March 19 allegedly by a Dimasa outfit, reports our Tamenglong correspondent.

The incident reportedly occurred at around 8 pm and it was the second time that the outfit DHD (Jewel) attacked the civilians.

The Regional Authority said that such inhuman activities would not be tolerated and peace and harmony among the people should not be disturbed in future.

Meanwhile, ZSUTA has also strongly condemned the incident.

Assam newspaper editor shot dead

GUWAHATI, Mar 25 : Seven unidentified men shot dead Anil Mazumdar, the Editor-in-Chief of a Guwahati-based Assamese daily ‘Aji’ on Tuesday night.

According to the police, Mazumdar was attacked while returning back from his office to his home at Rajgarh road at around 10.30 p.m.

He was accosted by the criminal group while opening the gate of his residence and repeatedly shot at five times from a very close range.

The vehicle that the gunmen arrived in has been captured by the police.

A search operation has been launched for assailants.

Mazumdar, who was in his late thirties had been writing in favour of the United Liberation Front of Asom (ULFA) coming for talks with the government. He has always spoken against terror in the country’s northeast region.

MPP calls for PR removal in Meghalaya

IMPHAL, Mar 25 : Dr. L Chandramani, president of the MPP during a press conference at the conference hall of the MPP office said that a joint meeting of north east non-Congress political parties held yesterday at Guwahati unanimously condemned the imposition of President’s Rule in Meghalaya.

He further said that the Meghalaya People’s Alliance even after winning the trust vote in the Meghalaya Assembly, suffered at the hands of the Governor of Meghalaya who misused Article 356 and imposed President’s Rule.

The MPP strongly condemned the act of the Governor and demanded restoration of popular government in Meghalaya.

Prof N Mohendro, common candidate of the MPP, NCP, MSCP and NPP for the upcoming 15th Lok Sabha election from Inner Manipur also said that this Lok Sabha election would not be a mere election, but would be a turning point, an initiation of social and political revolution.

Orissa Governor M C Bhandare has submitted his report on the trust vote that took place in the state assembly to President Pratibha Patil.

New Delhi, Mar. 20 : Orissa Governor M C Bhandare has submitted his report on the trust vote that took place in the state assembly to President Pratibha Patil.

The report includes details of the assembly proceedings of March 11 when Chief Minister Naveen Patnaik won the controversial trust vote, which has been challenged by both the Congress and the BJP.

According to a Rashtrapati Bhavan spokesperson, Bhandare met Patil on Wednesday and submitted his report.

The report has been sent to the Prime Minister's Office and the Ministry of Home Affairs for "appropriate action", the spokesperson added.

Earlier, opposition Congress and BJP members had alleged manipulation in the trust vote, and said that the Speaker had "adopted" a voice vote route to make the government win the trust vote instead of going for a division.

The passage of the confidence motion through a voice vote was termed as a "murder of democracy" by the opposition, which demanded imposition of President's rule.

The Speaker, however, claimed that no norm had been violated in handling the motion moved the Chief Minister Patnaik.

With a two-phased polls scheduled in the state on April 16 and 23, Orrisa is already in election mode.

Manipur Police to battle COSMO in final

Imphal, March 20: The team of Manipur Police Sports Club (MPSC) and COSMO Wangkhei will battle in the final match of the 11th Dr Kanti Mukherjee Memorial Invitation Hockey Tournament 2008-09 organized by Manipur Hockey Association at Khuman Lampak Hockey Stadium which is also the largest invitational hockey tournament in the north eastern states of India.

In the second semi-final match played today, COSMO Wangkhei beat South East Youth Organization (SEYO) at 3-1 score and rolled into the final of the tournament.

Both the team played a very tough game.

COSMO harvested two goals out of six penalty corners given in their credit while SEYO despite four penalty corners granted, they could not transform any of them into a score.

SEYO will play with Posterior Hockey Academy Manipur (PHAM) who lost in the first semi-final for the third place of the tournament tomorrow at 2 pm.

M Chingkheinganba of COSMO opened the score at the 12th minute of the tournament in a penalty corner, RK Chittare scored the second goal in the 26th minute and RK Bikramjit scored the third goal in the 64th minute of the tournament.

The lone goal of SEYO was scored by Th Hemjit in the 30th minute of the tournament.

MCDA, others condemn Lamphel bomb attack

IMPHAL, Mar 20 : The Manipur Chemists and Druggists Association, MCDA, has strongly condemned the act of hurling a hand grenade and seriously injuring of its member Ibomcha Singh, proprietor of the Allien Pharmacy at Lamphel yesterday.

Ibomcha had been serving in emergency healthcare services day and night by making available life saving drugs for the needy patients, and he is now struggling for his life at the ICU of Shija Hospital due to the serious injuries.

The MCDA has at the same time appealed to the concerned party not to repeat such acts in crowded areas in future.

Strongly condemning the incident of bomb blast yesterday evening in front of Shuba Hospital and Assisted Reproductive Centre, Lamphel which resulted in injuring of four persons including two women a sit-in protest was staged today at Uripok Kabrabam Leikai by the locals, including the staffs of the hospital.

Another sit-in protest was also staged at Keishampat junction by the All Manipur Government Drivers and Technicians Association which is affiliated to the All India State Government Drivers Federation, New Delhi demanding producing of the culprits involved in the killing of two drivers of the IFCD last year.

The protestors also demanded the same amount of ex-gratia to be given to driver A Rajen and Mandal Y Token as that given to Dr. Th Kishan, SDO Kasom Khullen.

Manipur continues to revel on borrowed money, says CAG report

IMPHAL, Mar 20 : While the report of the Comptroller and Auditor General of India, CAG, on Manipur government usually is a familiar tale of misappropriation and revenue losses on account of delays in project completion and misappropriation, its report on Manipur for year ended March 31, 2008, which was released today at its Imphal office, contained some welcome whiff of fresh air.

The report noted that “the overall fiscal position of the State in terms of revenue, fiscal and primary deficit improved significantly during 2007-2008.”

“While the revenue surplus nearly tripled, both fiscal and primary deficits turned into surplus during the current year.” The report added.

The report is however quick to throw in a qualifier: “The improvement in fiscal position of the State should however be considered keeping in view the fact that significant share (exceeding 90 percent) of revenue receipts of the State is contributed by Central Transfers comprising the State’s share in Union pool of taxes and duties and grants-in-aid from the GOI during 2007-08.”

It explained that during the current year, “around 98.6 percent of the incremental revenue receipts were contributed by Central transfers relative to previous year.”

The report on Manipur government includes two chapters containing observations of Audit on the Finance Accounts and Appropriation Accounts of the State for the year 207-08 and five chapters with three performance reviews, including the review on Integrated Audit in Irrigation and Flood Control department, 23 paragraphs (excluding general paragraphs) dealing with the results of audit of selected schemes, programmes and the financial transactions of the Government and its commercial and trading activities.

The report noted that the expenditure pattern of the State revealed that although the revenue expenditure as a percentage of total expenditure declined from 86 percent in 2003-04 to 67 percent in the current year, Non Plan Revenue Expenditure, NPRE continued to take a lion’s share of 79 percent of the total expenditure.

Of this 79 percent, salaries and wages, pensions, interest payments and subsidies continued to consume a major share of around 77 percent.

But the sense of growth may be too early. The report also said: “The continued prevalence of fiscal deficit during the period 2003-208 except in the current year... indicates increasing reliance of the State on borrowed funds, resulting in increasing fiscal liabilities of the State over this period, which stood at 79.4 percent of the Gross State Domestic Product, GSDP in 2007-08 and further increased to 83 percent after incorporating the contingent liabilities in the fold of total liabilities on Consolidated Fund of the State during the year.”

It further added that the increasing fiscal liabilities accompanied by a negligible rate of return on Government investments and inadequate interest cost recovery on loans and advances might lead to an unsustainable fiscal situation in medium to long run unless suitable measures are initiated to compress the non-plan revenue expenditure and to mobilize the additional resources both through the tax and non tax sources in the ensuing years.”

The CAG report had some harsh words for many of the government programmes.

On the projects under the non-lapsable Central Pool of Resources (Planning Department), the report said “Although projects under critical sectors were accorded priority in funding, adequate priority was not accorded for their completion. Out of the 12 selected projects in review, works of five projects had not been stared even after 20 months from their approval by the GOI.”

It also said “there were also cases of lack of transparency and inadequate monitoring and evaluation of the programme, leading to diversion of funds.”

On the midday meal scheme, it said “implementation of the Mid-Day-Meal scheme in Manipur was unsatisfactory and failed to achieve the objective of universalization of elementary education and improvement in nutritional status of the children.”

It also said “There was no conclusive evidence of improvement in enrolment, attendance and retention of children in the schools. Most of the kitchen sheds constructed was not usable.”

The report also took note of fraud, misappropriation and embezzlement and losses of revenue in almost all of the Manipur government departments.

CAG exposes defaults Manipur Goverment departments

Imphal, March 20 : Even though the fiscal position of the state indicated a significant improvement during 2007-08, fraud/misappropriation/embezzlement/loss of funds haunting in many departments as revealed by the report of the Comptroller and Auditor General of India for the state of Manipur for the year ended March 31, 2008. A brief statement of the Auditor General (AG), Stephen Hongray put to the media persons today after the report was presented to the House said as many as 663 abstract contingent (AC) bills involving Rs 601.48 crore drawn by 47 departments during the period from 2003 to 2008 were outstanding to be adjusted through Detail Countersigned Contingent (DCC) bills.

The Deputy AG (A and F) VS Jadan and deputy AG (Audit) S Velliangrei also attended the press briefing held this afternoon at around 4 pm at the office of the Auditor General office at Bapupara.

"Major portion of this money (Rs 351.19 crore) relates to construction works entrusted to entities such as Manipur Police Housing Corporation, Manipur Development Society, Manipur Tribal Development Corporation etc." the AG stated while observing that an excess of Rs 81.59 crore in 13 cases of grants/appropriation during 2007-08 needs regularization under Article 205 of the Constitution.

As per the finding of the CAG, government has lost an amount of Rs 72.62 lakh owing to inaction of the state agriculture department which would be realized as cost for buying 287 pumps-sets.

Three checks amounting to Rs.9.45 lakh issued in the name of one contractor by the PWD Sadar Hills Division were encashed without entering in the cash book and appears to be misappropriated, the CAG report said adding that another excess payment of Rs 21.34 lakh mean for measurement of a layer of Water Bound Macadam of a hill road undertaken by the PWD Tamenglong Division was recorded with abnormal and unconventional specification.

The CAG also detected incurring of Rs 1.05 crore on account of surcharge charge on electricity bills due to non-payment of bills on time and lack of scrutiny of bill in the state youth affairs and sports department which is an avoidable one.

Ineffective budgetary control in the state Irrigation and Flood Control Department resulted in overall of Rs 87.75 crores against budget provision during the fiscal year 2007-08.The department incurred 21 to 61 percent of its total expenditure in March along during the year and it also could not complete three projects even after a delay ranging from 11 to 21 years after their targeted dates of completion.

An amount of Rs 6.60 crore recoverable from the contractor for rescinding a work was borne by the state government," the AG stated.

Three working companies run by the government also incurred an aggregate loss of Rs 55 lakh even though another three working companies earned an aggregate profit of Rs 1.35 crore.

Out of 15 government companies eight are functioning while the rest seven are in defunct state.

The accounts of eight working companies were in arrears for period ranging from 10 to 25 years.

Also failed to deposit revenue amounting to Rs 45.36 lakh being sales tax/VAT deducted from the bills of contractors while Manipur cement Limited suffered a loss of plant and machinery worth Rs 56.47 lakh due to non disposal of assets and Manipur Industrial Development Corporation gave undue financial benefit to the contractor by paying advance of Rs 2.10 crore in violation of specific provision of the work orders.

Power department could not recovered energy charges from consumers within the prescribed period led to the loss of revenue of Rs 5.50 crore, the CAG report said.

Taxation department also levied a penalty of Rs 2.40 crores even though the leviable penalty was Rs 4.90 crores for concealement or suppression of turnover resulting in the short levy of penalty of Rs 2.44 crore.

The cost of collection of taxes on vehicle in the state during 2005-08 ranged from 45.77 percent to 52.99 percent of the revenue collected which is very high when compared with the all india average cost of collection of 2.47 percent for the year 2006-07. Despite all this, the overall fiscal position of the state in term of revenue, fiscal and primary deficit improved significantly during the year 2007-08, according to the CAG finding, the AG stated.

Tablets worth lakhs seized

Imphal, March 20: In a massive drive against abusive drugs, the All Manipur Anti-Drugs Association (AMADA) has seized huge quantity of Actifed drug which has been imported without the approval of drug agents at Thangal bazaar.

Producing the seizures to media persons, the AMADA drive committee secretary, E Deveshore said that 9277 strips of Actifed drug were seized from the ASL Courier service at Thangal bazaar.

The print rate of the drug is Rs 6.40 per strip and it could be sold at Rs 30 per strip in local market, he said.

The worth of the seized drug is estimated to be Rs 2, 78,310. The drug is said to be in great demand at Moreh and in Myanmar.

He said that when the Manipur Chemists' and Druggists' Association was asked about the nature of the drug, it came to light that the drug was brought in without the approval of the agents.

It was also learnt that the supply of the drug has been stopped since 5/6 months back.

Deveshore also said that the package of the drug was addressed to Md.

Riauddin Khan of Lilong Medical Store, c/o Raghubir, Allu Gali, Imphal.

An inscription which reads "We are sending in this parcel medicine only.

It is not for sale only for NGO purpose only" has also been found.

Blast at hospital protested

Imphal, March 20 : All shops, pharmacies including the hospital itself remained closed for the day registering a strong protest against the bomb blast that took place in front of the Shubha hospital and Assisted Reproductive Centre, Imphal last night which inflicted severe injuries to at least four people including two women.

The Kombirei Keithel located next to the hospital and opposite to RIMS Hospital also closed down as a mark of strong condemnation to the terror attack at the hospital premise.

All the four people injured in the blast that took place at around 7.40 pm last night were pharmacists and running pharmacy shops on the side of the hospital which specially deal with the delivery cases.

The condition of the two brothers Ibomcha and his elder brother Allen are still in serious with Ibomcha's condition critical.

They are treating at the Shija Hospital where they were referred from RIMS hospital, hospital sources said.

Ibomcha who was hit by the splinter at his chest was operated last night itself and due to badly damage one kidney has been taken out.

He is still at the ICU room with oxygen, the source said.

Attack at the hospital premises and causing fear and panics to the people is acts of terrorists, said the participants in the sit-in protest that was staged today in front of the Shubha Hospital and Assisted Reproductive Centre where the blast took place.

"Don't indulge in terrorist act, bombs are not Toy, We condemn blast at the hospital site, we condemn gun culture, Stop intimidating people with guns and bombs," read the slogans displayed at the protest site.

The sit-in protest was carried out by the employees of the hospital, pharmacy shops in the nearby areas, shopkeepers and women vegetables vendors of the Kombirei market.

It commenced from 10 am and went on till 4 pm.

The Shubha Hospital has also been closed down from today by stopping admission of new patients.

Except the emergency operation for delivery case of earlier admitted delivery case, other services of the hospital also suspended from today.

"We don't know the motive behind the bomb attack.

Whatever it may we could not agree with the act," said a staff of the hospital taking part in the protest.

Triple killing: Manipur to demand hand-over of culprits

Imphal, March 20 : The State Assembly unanimously resolved to approach the Central Government to affect hand over of the culprits involved in the killing of Kasom Khullen SDO Dr Thingnam Kishan, Mondal Yumnam Token and Driver Aribam Rajen to the State law enforcing agency.

The same resolution was adopted after a motion raised by MLAs O Joy, Radhabinod Koijam, Dr Ng Bijoy and Dr I Ibohalbi for short duration discussion was turned into general discussion.

Raising the motion, O Joy remarked that murder of the SDO and his staff was one of the rarest in the crime history of Manipur.

Noting the univocal demand of the people to book the culprits as well as admission that three NSCN (IM) cadres involved in the murder were in its custody, Joy asserted that the murderers should be tried and punished under the law of the land.

Otherwise, it would amount to mortifying the judiciary system of the country's democratic set-up, Joy said.

Notwithstanding the State Government's announcement made on February 19 to hand over the case to CBI, the central investigating agency cannot take over the case until a notification is issued under Section V of the Delhi Police Establishment Act, Joy observed.

Clean chit given to the three surviving employees who were abducted together with the SDO and the failure of the Government to extract any clue/hint from the six officials and the then Ukhrul DC who held a meeting with the SDO just before his abduction have perplexed the people, he noted.

Observing that the family of Dr Kishan and the public have strong suspicion of the present DC Pankaj Kumar Pal's (now suspended) hand in the murder, Radhabinod Koijam asserted that the Government's failure to delve into details about the murder has aroused people's suspicion all the more.

Asking whether statements of the three rescued employees have been recorded, whether the then DC informed the Government about presence of NSCN (IM) camp at Siroy, Radhabinod sought attention of the House to urge upon the Central Government to hand over the culprits to the State so that they can be awarded exemplary punishment.

He further cautioned that extending ex-gratia in greater amount when the victim was killed by NSCN (IM), in lesser when killed by Kuki UG groups and the least when killed by Meitei UG groups may breed communal feelings.

As such, ex-gratia should be paid after formulating a proper guideline, he said.

He further asked what the Government had done for the engineer who was shot dead just in front of his child and wife.

MLA Ng Bijoy demanded that DC Pankaj Kumar Pal should be booked for leaving his station hurriedly even as he had some knowledge about the abduction.

Reminding that Manipur is not a party to the peace talk between the Government of India and NSCN (IM), Dr I Ibohalbi asserted that NSCN (IM) cadres are having a free run in Manipur.

He further proposed to constitute a House committee with the Chief Minister as its head to persuade the Central Govt to hand over the murderers to the State Government.

MLA RK Anand said that NSCN (IM) violated the ceasefire ground rules and murdered SDO Kishan and his staff.

He asserted that the issue may be dealt by the State Government instead of handing over to CBI.

The discussion was also participated by Deputy Speaker Shyamkumar, MLAs Khasim Ruivah, Morung Makunga, N Mangi, Wungnaoshang Keishing, L Nandakumar and K Ranjit.

Taking part in the discussion and responding to the queries, Chief Minister O Ibobi informed the House that statements of the now suspended DC Pankaj Kumar Pal have been taken.

According to his statement, Pankaj Kumar left his station for some personal problems.

However, he briefed the SDO and his staff on February 13 about the Minister's visit.

In connection with the Minister's visit to Kasom Khullen, he gave a cheque of Rs 40,000 to the SDO before leaving for Imphal at 2.30 pm of the same day.

On reaching Imphal, Pankaj Kumar tried to contact Dr Kishan but without success.

Thinking that the SDO might have returned home, the then DC tried to contact Dr Kishan in the next morning but again without success.

At this, Pankaj Kumar thought that the SDO might have headed to Kasom Khullen and he conveyed the same to Dr Kishan's family.

On being asked as to why he did not inform the Chief Secretary and the DGP on his inability to establish contact with one of his subordinate staff, assuming that he might have some knowledge about the preceding incident, Pankaj Kumar Pal said that he did not inform about the matter as he thought that Dr Kishan might have gone to Kasom Khullen via Thoubal.

Reiterating that DC Pankaj Kumar was suspended for his failure to inform his superiors in time and the SP for staying away at Shija Hospitals, the Chief Minister informed the House that the Government of India has intimated the State Govt that Pankaj Kumar Pal may be dismissed, if required.

Stating that NSCN (IM)'s designated camps are located only in Nagaland, Ibobi maintained that the State Govt did not recognise any designated camp of the rebel group in Manipur, even if it exists.

The Siroy camp was forced to shift away on the insistence of the State Govt to the Ministry of Home Affairs, he claimed.

Pledging that the State Govt will take up befitting actions if the ceasefire ground rules are violated, Ibobi stated that the Government would not tolerate such barbaric killings of Dr Kishan and his staff, IGP Thangthuan, Moirang CDPO and the EE who was shot dead in front of his own child and wife.

There is no question of undertaking counter insurgency operations more intensely in the valley than in the hills, the Chief Minister stated while conceding that there are certain differences as NSCN (IM) and NSCN (K) are holding peace talks with the Government of India.

As for Kuki UG groups they may stay in Manipur for they have already come to an understanding with the State Government, he clarified while asserting that no cadres of NSCN (IM) or NSCN (K) should operate in Manipur.

The murder case of SDO Dr Thingnam Kishan and his two staff was handed over to CBI considering the demand of the MCS Officers' Association which was in line with the State Government's intention.

Saying that the State Government has completed all procedures, the Chief Minister conveyed that the CBI Director is only awaiting an order of the Department of Personmel, Govt of India to start investigation into the murder case.

The three rescued Tangkhul employees are in the judicial custody of the Govt, he disclosed while claiming that they may be allowed to speak to media at some opportune time.

Many written appeals have been sent to New Delhi to hand over the culprits to the State Govt so that they may be awarded befitting punishment, the Chief Minister called upon the House to take an unanimous resolution in this regard so that the Govt's effort gains more weight.

Malaysian firm to build embankment


March 18: A Malaysian firm has bagged the global bid for constructing the Matmora embankment at Dhakuwakhana in Lakhimpur district.
Imaskira will start work this month on the weak embankment along the Brahmaputra that breaches the embankment every year, causing devastating floods in Dhakuwakhana and areas extending up to Majuli.
The company has to complete construction of the embankment within 100 days, failing which there will be levy of fine of additional interest against the money paid .
Imaskira has started assembling equipment and machinery at Matmora to start work by this month, an official of the Lakhimpur district administration said.
The company will also have to maintain the embankment for the next five years after its completion and will be liable for any damage or fault during this time.
Matmora hit the headlines for the devastating floods in the area last year that displaced thousands of people.
The Centre has sanctioned Rs 132.42 crore for the construction of the Matmora embankment with modern technology to permanently end the problems of floods and erosion in the area.
Planning and development and water resources minister Prithibi Majhi said last month that the Centre had given its nod to the Matmora project but the search for the construction firm was on.
In the third wave of floods last year, the Brahmaputra breached about 200 metres of the embankment at Matmora wreaking havoc in Lakhimpur and adjoining Dhemaji district.
Several other projects have also been sanctioned for flood-prone Lakhimpur district.
Bihpuria MLA Bhupen Bora said around Rs 20 crore had been released under the Calamity Relief Fund (CRF) for Lakhimpur district.
“Flood is a big problem in these parts and last year water had even threatened Bihpuria town. Three projects under CRF have also been sanctioned in my constituency. I just hope people do not have to suffer as they did last year,” Bora said.
The three projects are Bihpuria town protection (Rs 5 crore), Jamuguri dyke (Rs 7 crore) and Durtang erosion (Rs 80 lakh).
The people blame the recurring onslaught of floods on corruption involving a minister, senior officials of the water resources department and the contractors.

CM assures remaking Wino Bazar

Imphal, March  20: Chief Minister, O Ibobi today said in the House of the state Assembly that government is waiting a detail project report for re-construction of the Wino Bazar which was destroyed by an inferno on March 9 last while giving reply to a call attention motion put up jointly by opposition members Dr.

Khasim Ruivah and Morung Makunga of independent.

O Ibobi asserted that the fire service personnel at the Ukhrul district with their best effort with extended help of the Assam Rifles fought the fire and save the life of the residents of the Bazar.

He also appreciated the AR personnel for their help.

He also informed the house that all the fire service stations of the state will be strengthen two fire fighting vehicles and water storage probably a pond or a tank will also be installed.

A ministerial team had also visited the spot on the next day of the fire bunt incident and took stoke of the properties lost in the inferno and district authority has been asked to submit a detail report of the damage caused in the fire burnt incident, he added.

He said five blankets each along with rice, dal, kerosene, mustard oil etc.

They also lamented the inadequate fire fighting vehicles and equipment in the only fire station of the district and demanded that sufficient fire fighting vehicles with water reservoirs be put up in all the hill districts.

The members also said that the fire in the area was the second of its kind the first being about a decade ago and added that as per unofficial sources properties worth Rs.30 crores were lost including over 50 (fifty) houses and equal number of shops besides an AirTel tower and BSNL cable line.

However, the chief minister qualified his statement saying that the provisions under plan are tentative as the plan outlay for the state for 2009-10 has not yet been finalised as the final round of discussions with the deputy chairman, Planning Commission, are pending on account of the announcement of the elections.

Under the circumstance, the estimate would have to be revised through supplementary demands when the outlay is finalised, he said.

The chief minister said of the total of Rs 4550 crore total estimated expenditure, Rs. 1733 crores would be under plan, Rs. 2592.79 crores under non-plan and Rs 224.21 crores under Centrally sponsored schemes, Central plan schemes and NEC schemes.

“As these estimates will be subject to the finalisation of the Central Budget for Non-Plan, Plan and CSS transfers the detailed Demands for Grants for 2009-10 will be placed in the full budget session later.”

He said.

He said out of the Budget Estimates, an amount of Rs 461.98 crores is charged expenditure and the remaining amount of Rs 4088.02 crores is Voted Expenditure.

Giving a broad overview of the state economy, the chief minister said the economic growth in the state has gathered momentum in the last 7-8 years after relative stagnation.

He said during the 10th Plan Period (2002-207) the annual average growth rate of the Gross State Domestic Product, GSDP, at current prices has shown a growth of 9.74 percent.

The engine behind this growth were construction, trade, hotels & restaurants, banking & insurance and public administration, he said adding that in particular the construction sector recorded over 100 percent growth during he period.

The chief minister said the economy slowed down a little during 2006-2007 and during 2007-2008 and this had caused his government worries. He said his government is committed to the economic philosophy that only sustained accelerated economic growth can place the state on a sound economic and fiscal footing.

He pledged that reversing this trend and bringing back the state economy on the path of accelerating growth once again is his government’s commitment.

He however showed apprehension that things may not be totally under the control of his government given the circumstance that nearly 90 percent of the state’s revenue receipts compromises of transfers from the Centre, hence depending on how badly the revenue collection of the Central government is affected by the global recession, the shares of the states may suffer reciprocally.

He however expressed hope that the swift measures taken by the Central government to meet the global crisis would be adequate for the country to recover and return to the path of growth and poverty reduction.

Manipur CM presents vote on account for 2009-10

Mar 18Manipur Chief Minister, O Ibobi Singh on Tuesday presented a vote on account of 1516.66 crore rupees in the assembly.

Mr. Singh, who is also the finance minister, said the amount is required for meeting the expenditure likely to be incurred during April-July 2009-10.

He said detailed demands for grants for 2009-10 would be placed in the full budget session later.

Aid for fire victims

Imphal, March 18 : The All Manipur United Clubs Organisation today extended financial assistance to the victims of the fire in Manipur’s Ukhrul district.
The organisation, an apex body of various citizen organisations, handed over a sum of Rs 2 lakh to the victims through Tangkhul Naga Long, the apex body of the Tangkhul community, during a function in Ukhrul town.
A fire, which broke out on March 9, razed more than 100 shops and houses at Wino Bazar of Ukhrul town, destroyed property worth crores of rupees and left nearly 1,000 people homeless.
The team led by R. Yangsosong Koireng, president of the organisation, today visited Ukhrul and assessed the damage caused by the fire.
Handing over the sum, Koireng assured the Tangkhul body that it would continue to help victims of natural calamities.

Guwahati, March 13 : A wood carver from Andhra Pradesh and a jeweller from Tripura found a good hunting ground for buyers at the sourcing show in the 16th International Guwahati Trade Fair.
A sourcing show gives registered exporters an opportunity to showcase their products and the patrons an opportunity to buy genuine products at the right price.
Organised by the Industries and Trade Fair Association of Assam (ITFAA), in collaboration with development commissioner (handicrafts) Union ministry of textiles, the show concluded today.
An official of the Industries and Trade Fair Association of Assam said the sourcing show has become a brand in itself with people waiting to buy exclusive handicraft items during the event.
Like B. Rajachary of Sivakumar Wood Carvings from Andhra Pradesh, whose stall at the show displayed beautiful wood carved figurines, panels and furniture, attracting huge crowd since the day the fair opened and gave him access to a new clientele.
For Suresh Das of Biswarup Handicrafts and Jewellers from Tripura, the show was made successful by its stylish stalls.
“The systematic way the stalls were designed inside a central dome has given a character to the show. Moreover, the stalls look very bright with aluminium panels, attracting more visitors to our stalls,” he said.
The show, organised to promote handicrafts export, provided an opportunity for handicraft exporters, international buyers, showroom-keepers, interior designers, decorators and buying agents to take a closer look at wares from across India under one roof.
It aimed at helping them get quality handicrafts items at the right price.
“Such an organised sourcing show was essential to boost the marketing of our products. The office of the development commissioner has taken a very wise step by tying up with the International Guwahati Trade Fair and providing us an international platform. We are have received a very encouraging response,” said Manendra Deka, a national award winning artisan of bamboo products, who recently came back from Thailand.
Apila Rabha, another national award winning handicraft artisan, confessed that the International Guwahati Trade Fair and Made In North East India exhibition in Thailand could change the handicraft scenario in Northeast. “Now we are regularly interacting with foreign buyers boosting the morale and confidence of the local artisans.”
Countries like Thailand, Myanmar, Bangladesh, Nepal, Turkey, Egypt, Pakistan and Vietnam participated in the fair.
S. Dkhar, regional director (Northeast) in the office of development commissioner handicrafts, said the sourcing show organised at trade fair provided international exposure to the local artisans.
“International Guwahati Trade Fair along with recently held Made In North East India exhibition in Thailand organised in collaboration with our department has given a positive boost to local artisans. We hope to support more such exhibitions organised by the ITFAA for the enlistment of handicraft artisans,” the senior official added.

CPI leader to contest from Inner Manipur constituency

Imphal, Mar 13 : Communist Party of India leader M Nara would be a common candidate of five political parties in the forthcoming Lok Sabha elections from Inner Manipur parliamentary constituency, CPI sources said on Thursday. 
The decision to field Nara, a former Manipur veterinary minister, as common candidate of CPI, CPM, Janata Dal (S), Revolutionary Socialist Party and Forward Bloc was taken during a joint meeting some days ago, the sources said.

Manipur has two parliamentary seats--Inner Manipur parliamentary constituency (valley districts) and Outer Manipur parliamentary constituency (hill districts). 
While Outer Manipur parliamentary constituency will go to polls on April 16, elections will be held on April 22 in Inner Manipur parliamentary constituency. 
Senior leader of Manipur People's Party N Mohendro would be the common candidate of MPP, Manipur State Congress Party, National People's Party and Nationalist Congress Party in Inner Manipur parliamentary constituency, MPP had earlier said.

The ruling Congress is yet to announce names of candidates for the two constituencies while BJP had announced that former chief minister W Nipamacha would be the party's nominee in Inner Manipur constituency.

Ukhrul, Mar 11  : Many were rendered homeless and several were injured in Ukhrul town in a ravaging fire that broke out at 12:20 pm this evening at the town’s Wino Bazar. Destroying properties worth crores of rupees, an about a hundred homes, six civilians were also injured in the fire.

Two of them were taken to the district’s hospital with minor injuries, while four were treated at a private clinic. A young girl, aged 13, was also among the injured. However, no fatality was reported.

The whole town was engulfed in smoke as 50 meters high flames razed one house after another in the thickly-populated posh locality.

Ukhrul devastated by colossal fire By the time the fire brigade arrived at the scene at around 12:45 pm, the fire was beyond control. Fanned by strong winds, the inferno started devouring shop after shop within minutes. Roars of cylinder explosions were heard all over. All vehicular movement came to a grinding halt as the inferno caught wooden buildings nearby.

The Assam Rifles swiftly pitched in their firefighters from the northern direction while the Fire Brigade and the police, assisted by civilians, fought the fire from the western side. The DIG of B Range, Brigadier S Mander personally supervised the rescue operations. Very close to the vicinity were more than 500 students appearing their HSLC examinations. However, the examinations carried on as normal.

It took more than 4 hours for the fire brigade assisted by the Police, the Assam Rifles and the Manipur Rifles to finally douse the flames. By the time the flames died down, almost 100 houses of the town’s commercial hub were reduced to cinders. In the midst of the billowing smoke from the rubbles, the scene was replete with only signs of agony, loss and helplessness everywhere.

The loss of property is estimated to be in crores. The fire is believed to have started from a tea-hotel. It is also learnt that the district civil administration is arranging emergency relief camps for those who lost their homes.

Fire destroys garages in Dimapur

Dimapur, March 11 : Fire today evening gutted over ten garages in the Gorapatti area, Dimapur (opposite Amar Flour Mill) at around 7 pm here destroying properties worth over Rs one crore. A private bus and a truck was completely burnt in the inferno, fire officials informed. The fire was brought under control after about one and half-hour of battle by the Fire Brigade, with six fire tenders pressed into service. Residential buildings near the garages were however untouched.  Fire department officials, while saying that the cause of fire is still not known, informed that they could not contact the owners of the garages. Details about the properties damaged could not be ascertained so far.
But fire officials informed that the garages had modern machineries and equipments worth several lakhs of rupees. 
Interestingly, the OC of Dimapur fire Brigade this evening lamented that the fire personnel were halted at the DDSC Junction for “exactly ten minutes” due to heavy traffic jam.
Saying that ten minutes matters a lot in such emergency cases, the fire official appealed the public to make way for he fire personnel who are on their way to attend to fire situations. It may be mentioned here that the same area, especially the garages faced a same fire last year in March and destroyed properties worth crores of rupees. 

Team visits blaze site

Imphal, March 11 : Manipur chief minister Okram Ibobi Singh today rushed a ministerial team to Ukhrul to assess the extent of damage caused by yesterday’s devastating fire in Wino bazar.
Official sources pointed out that out of 406 houses and shops in Wino bazar, 108 were completely damaged. However, the exact loss of property is yet to be assessed though it is estimated to be in terms of crores of rupees.
The fire, which broke out at a tea shop, also destroyed five quarters of the Manipur education department.
The ministerial team, comprising works minister K. Ranit Singh, education minister L. Jayentakumar Singh, tribal development minister D.D. Thaisii, Congress MLAs I. Hemochandra Singh and M. Prithviraj Singh, also carried relief materials during their trip. The team handed over 200 quintals of rice, 3,000 litres of kerosene, edible oil, salt and 250 blankets to the deputy commissioner, Ashok Kumar, for distribution to the homeless people.
Because of the election code of conduct, the team could not distribute relief materials on the spot. They were greeted by angry protesters who were agitating over the inadequate fire-fighting equipment. However, the team was allowed to perform their duties. Only one fire tender stationed at the district headquarters fought the blaze for four hours with help from the Assam Rifles and the state’s law enforcing agencies.
The fire directorate in Imphal rushed two fire tenders from the capital city. But by the time they reached, the fire was almost under control.
The Assam Rifles today held a medical camp at the town for the homeless people and residents of the town.
Militants killed
Security forces and police gunned down three militants in two separate encounters in Chandel district and Imphal West district on Tuesday.
A joint team of the police and the 12 Maratha Light Infantry gunned down two militants at Yangbi under Wangoi police station of Imphal West at 9.45am today, the superintendent of police, Imphal West, L. Kailun said. The team recovered one carbine, a 9mm pistol along with some ammunition and one hand grenade.
Earlier, troops of the 29 Assam Rifles shot dead another militant at Maringthel jungle in Chandel district. The troops recovered one M-22 rifle with 60 live rounds from the slain militant.

Sharmila’s cause

Imphal, March 11 : A day after human rights crusader Irom Sharmila was sent back to jail, a support group today announced its second phase of agitation in solidarity with her struggle.
An Imphal court yesterday sent Sharmila back to jail on the same charge of making an attempt to commit suicide after she refused to call off her hunger strike after coming out of jail on March 9.
The support group has been holding a relay hunger strike since International Human Rights Day on December 10 at Porompat in support of Sharmila’s demand for repeal of the Armed Forces (Special Powers) Act.
So far 15,000 meira paibis (women activists) from different parts of the state have taken part in the fast. “Sharmila Kanba Lup will launch its second phase of agitation by holding street-corner meetings, poster campaigns and distribution of leaflets in different parts of Manipur from tomorrow,” convenor of the campaign, A.K. Janaki, said at the venue today.
She said the campaign was aimed at creating awareness among the people about Sharmila’s cause and the need for “restoration” of the right to life, which was “denied by the government to the people in the name of counter-insurgency operations”.
The campaigners comprise civil society bodies, including women’s organisations. The campaign will continue during Yaoshang (Holi), a festival celebrated over five days in Manipur.

Phungzathang, Hemochandra recommended for tickets

Imphal, March 9 : In another twist of event, the Manipur Pradesh Congress Committee (MPCC) President, Gaikhangam and Chief Minister, O Ibobi have recommended to the AICC Election Committee the names of two sitting MLAs as Congress candidates for the coming Lok Sabha election in the inner and outer Manipur Parliamentary Constituencies.

Confirming this to Hueiyen Lanpao, an authority within the MPCC has said that the MPCC President and the Chief Minister have suggested Singjamei MLA, Irengbam Hemochandra and Power Minister, Phungzathang Tonsing as Congress candidates in the inner and outer Manipur parliamentary constituencies respectively.

Mention may be made that, Power Minister, Phungzathang Tonsing has not applied for the Congress ticket for the coming general election.

Instead, his son Khanthang Tonsing has submitted an application for the ticket.

The Chief Minister and MPCC president were reported to have recommended the names of the two sitting MLAs instead of recommending the sitting MP, Dr Th Meinya for the Congress ticket.

The two have been reported to have said in the recently held Ticket Committee meeting of the AICC that younger ministers and MLAs of the Congress have pressurised that they would not participate in the campaign for the election if young turks are not favoured the party ticket.

The source further said that the Ticket Committee of the AICC had approved the names of the two recommended candidates during the last meeting.

However, as per the tenet of the AICC, the two candidates could not be confirmed as the party's candidates in Manipur until a list prepared by the AICC is released.

As such, there is likelihood of both I Hemochandra and incumbent MP, Th Meinya getting the Congress ticket for the inner seat.

Congress MLAs and Ministers are also said to have lobbied for their choice of candidates.

Extra expenditure may compel drug companies to stop supply in state

Imphal, March 9 : Owing to the increasing illegal taxes while transporting on the highways resulting in spending huge expenditure, pharmaceutical companies intimated that they were will stop supplying life saving drugs, informed the Manipur Chemists and Druggists Association today.

Speaking at a press conference held at Hotel Nirmala today, general secretary of the body Dr RK Ratankumar revealed that the carrier charge of life saving drugs in only Rs 2.50 per Kg while distributing in anywhere in the country by the companies.

But for the state of Manipur and other north eastern state, the distributing from Guhawati and while procuring it upto Imphal with at the rate of Rs 2.50 per Kg.

But while procuring the same, it spend from Rs 6.50 to Rs 7 per Kg which is must excess.

In such conditions authorities of the companies have informed the Manipur Chemists and Druggists Association that they could not bear the expenses.

Hence they would stop supplying the drugs to Manipur, the secretary informed the media.

Apart from this, due to extortion demands from various underground elements, the association is facing various difficulties in procuring and supplying the life saving drugs, he said adding that such problems are not faced in the state of Nagaland and Tripura where there is insurgency problem.

Joint secretary of the All India Organisation of Chemists and Druggists, North East, K Sagar said that all the state level chemist and druggists bodies are affiliated to the AIOCD and under the initiative of the body many health camps conducted but in the state due to the disturbances meted by various underground elements, this could not be carry out in the state.

Drivers of vehicles ferrying drugs under the AMCDA were taken into custody frequently by the underground elements for ransom apart from collecting various illegal taxes, he observed expressing that if authority fails to check such disturbance, the state would face scarcity of life saving drugs.

Vice president of the AISCD, NE Zone, also said that regarding the grievances facing in procuring the life saving drugs, the body had submitted a memorandum to the Central government for appropriate action.

But so far no action taken up, he sad blaming that the authority do not take the matter seriously.

Pradeep Kumar Singh of Manipur Police Sports Club with his horse Jack claimed the silver. L. Thomson Singh of Meiraba Polo Club and his horse Kabrang won the bronze.

Manipur, Vietnam sign four MoUs at business summit

IMPHAL, Mar 7 : The ASEAN North East India Investment and Trade Opportunities Summit was held at Vietnam and four numbers of MOUs were signed between Vietnam and Manipur in the field of food processing industries, IT sector and bamboo and handicraft items. However, any ministry of the state did not represent the state at the summit.

In this regard a press conference was held today and the managing director of Advance Multi Technologies Pvt. Ltd. (AMT) Thoidingjam Baleshore, who was also part of the summit said that the summit was held at Vietnam from February 12-14, 2009 and was successfully conducted with the signing of 17 numbers of MOUs between India and Vietnam.

N Joykumar Singh represented the Manipur Food Industries Corporation Limited (MFICL) and the Manipur Electronics Development Corporation Limited (MANITRON) and signed two numbers of MOUs with its Vietnam counterpart.

He also mentioned that at the summit the entire north east regions ministers were present except for ministers from Manipur. He felt that if the state`s ministers had been part of the summit it would have been very beneficial for the Manipuri businesses.

Manipur, which can be a gateway to the South East Asian businesses could be better off if the state government and Central government give some emphasis on this matter, he said.

The summit was also attended by Kh Debabrata of Thangmeiband Kabrabam Leikai and Marung and Sons of Chandel district who signed with its Vietnam counterparts MoUs in respect of bamboo technology and handicrafts, toy manufacturing etc.

ZYF for status quo on re-settlement

Imphal, March 07 : The Zeliangrong Youth (ZYF) has resolved that the status quo should be maintained in connection with any re-settlement activities of Naga and Kuki villages as of today.

A decision to this effect was adopted after a minute discussion on the matter during the ZYF's annual assembly held at Luanglei Apinjang, Gangluan Part-IV, Nungba sub-division on February 24, informed a press release.

The annual assembly focused on the issue relating to the proposed re-settlement of deserted Kuki community at Luanglei Apinjang village which is presently inhabited by the Zeliangrong community.

Saying that the ZYF shall always uphold its objective to protect life, land and properties of the Zeliangrong community, the meeting decided not to give or compromise on any Zeliangrong area for the proposed re-settlement of Kuki community.

The ZYF further resolved to take up special initiative to convene inter-tribes meeting of apex tribal bodies specially of Zeliangrong tribe and Kuki tribe including concerned elected MLAs of both the communities in the matter of re-settlement at Luanglei Apinjang in the earliest time.

The ZYF also condemned the firing incident of February 18 in between Duithanjang and Thanagong village of Khoupum valley between UG groups.

The annual assembly was graced by ZU vice-president G Namdon, former vice-president of ZU Adi Remmei and ZYF president Poujeng Kamei as chief guest, guest of honour and functional president respectively, added the release.

The joint body christened Joint Administrative Council (JAC) of All Manipur Contractors and Suppliers Association is comprised of the Manipur Hills and Plain Contractors' Association, All Manipur Public Works Department Contractors' Association, All Tribal Contractors' Association, IFCD Contractors' Association, All Manipur Electricity Department Contractors' Association, PHED Contractors' Association and the Manipur University Contractors' Association.

The joint body was primarily set up to mitigate the various problems faced by local contractors starting from the time of pursuing work orders till the stage of issuance of cheques.

Addressing a press meet at Manipur Press Club here today, JAC president and special contractor Th Nodiyachand said that local contractors having been facing various vexed problems right from the stage of pursuing of work orders till the time of issuance of cheques for the last 15 years.

Lamenting that local contractors are unable to work under the prevailing situation, it has become indispensable necessity to be close either to Ministers or high ranking officials or 'able persons'.

Starting from two percent deduction for issuing work order, several UG groups and Ministers have been deducting certain percentages from the total estimated amount of the contract work.

However, it cannot be confirmed whether the deducted amounts reached the UG groups or not.

Recalling that the proscribed UNLF had declared not to deduct any percentage from contract works of estimated amount below Rs 20 lakhs, Nodiyachand disclosed that engineers have been still deducting certain percentage despite the declaration.

On the other hand, the State Government is allegedly working not to issue work orders to local contractors.

Such policy of the Government amounts to starving the local contractors, he alleged.

For a contract work of estimated amount Rs 10 lakhs, the contractor is compelled to execute the work with Rs 2/3 lakhs after all the percentages are deducted, he disclosed.

On the other hand, contractors are blacklisted when the authority thinks that the executed work lacks quality.

Because of all these problems and unfavourable conditions, contractors are facing the harsh reality where they cannot support their families.

The JAC president further appealed to the Government to issue work orders under stringent guidelines and adopt terms and conditions to facilitate issuance of work orders to local contractors.

He also appealed to all UG groups to give the practice of taking possession of contract works in the name of their project works.
