Imphal, July 18 : There is no question of any major breakdown at the Khuga dam in Churachandpur and the government is considering official inauguration of the Khuga Multi-purpose Project by December this year.
This was mentioned by chief minister O Ibobi Singh in a supplementary answer made in the House this morning in addition to the reply of state IFCD minister N Biren, during a calling attention motion jointly moved by senior opposition MLA, O Joy Singh and MLA, T Hankhanpao on the collapse of an earthen embankment of the Khuga canal at T Daijang village.
The chief minister further mentioned that the state government is promoting the Khuga Multi-purpose Project as one of the state’s prestigious projects and operational activities for the construction had been activated with the establishment of the SPF government way back in the year 2000.
He further said that the small complaints over the leakages and breaching of the irrigation canal of the dam are operational problems which can be repaired. The officials of the concerned department have been giving full attention to the trial operation of irrigation through the canal and the breaching of the embankment had occurred due to prolonged exposure, he maintained.
The chief minister also mentioned that the SPF government overcame many problems in the speedy construction of the Khuga Multi-purpose Project, officially started in 1983 by the then government in the state which had given priority to the construction of the canal portion only.
He said with the installation of the SPF government during 2000, the priority work of construction of the main earthen dam, spillway and power component of the project had been taken up. On completion of the earthen dam and spillway portions of the project the department addressed the problem of water scarcity and started the irrigation component of the project on trial basis. The leakages and breaches on the canal portion of the earthen dam was due to lack of maintenance, and the problem would be solved in near future as the department’s officials are aware of the problem, he added.
In the meantime, state IFCD minister N Biren gave an assurance to the House that there is no need for apprehension on the dam breaking down in its final stages of completion, and the earthen embankment of the canals are not a source of worry.
The IFCD minister further said the earthen canal of the project was not constructed under the tenure of the SPF government. He maintained that in view of the irregular maintenance of the canals officials and engineers of the state IFCD had been assigned to look for any malfunctions during the trial run of the irrigation components of the dam since last year.
In the meantime, while raising the calling attention senior opposition MLA, O Joy and local MLA, T Hankhanpao pointed out the apprehension felt by the public following the breaching of the earthen embankment of the irrigation canal and questioned if the same would not happen to the main earthen dam.
Both the MLAs also drew the attention of the state government and concerned ministers towards taking of necessary steps for preventing any irregularities in the various components of the project as the local people have high expectations from the dam and its resources.
M Kaimuanthang adds from Churachandpur: The Khuga Dam Contractors Association has yet again threatened the government to launch an agitation within the next few days if the government fails to pay up all pending liabilities pertaining to works executed in the Khuga head works and other components by the authorised or unauthorised contractors.
The president of the association, Hauthang while disclosing this plan has reiterated to the IFP that if "we are not given funds by this month we will resort to any form of agitation."
According to sources, a high power meeting held earlier in the presence of the chief minister O Ibobi Singh, IFCD minister N Biren, power minister Phungzathang Tonsing, works minister K Ranjit and MPCC president Gaikhangam apart from others gave an assurance to pay up the pending liabilities to the contractors.
At another meeting with the IFCD minister, it was promised to the contractors that their dues would be paid at the earliest. However, the promise has not been kept with till date, said the president.

Hassle free tourism industry mooted
Churachandpur, June 11 : Prophesying the vivid prospect of tourism industry in the State, Tourism Minister TN Haokip has today mooted on the need to ensure a hassle-free tourism related infrastructure development in Manipur.
"From the bottom of my heart, I plead all sections of the society to leave a space for the industry to grow," he said addressing a handful of gathering while inaugurating a lodging hotel here.
The State Government is struggling to rope in private investors on tourism sector, initially everyone was interested but on witnessing the ground reality where the gun culture floats, they quickly made a silent retreat, he maintained.
Haokip was attending the inauguration of a novel entrepreneurs Venus Hotel, as he risked the prospect of entering the hotel sector despite the volatile law and order situation in the State.
The hotel inaugurated today was only the second of its kind in the district drawing large number of foreigners and officials from outside the district.
Recalling his trips across the globe, the Minister said, except for Switzerland, there are few countries that enjoy the picturesque and pleasant atmosphere of the State.
Manipur shares a unique feature of being a plain in the midst of hills and mountains, he added.
Like any other developing nation, Manipur too will one day witness a vibrant tourism industry which will play a vital role in uplifting the State' economy.
So let us not burden the individuals or the Department of Tourism that has taken the initiative to develop the tourism infrastructure in the State, he said.

Churachandpur duo pitch on valley votes
Churachandpur, March 29 : The Churachandpur duo that are vying for the sole reserv-ed Outer Parliamentary seat appear to be dependent on how well they could influence the votes in the eight Assembly segments in Thoubal and Jiribam.
The assertions of NCP nominee LB Sona and his Congress counterpart Thangso Baite, that the valley based votes will formulate their victory were confirmed during exclusive chats with The Sangai Express.
'Had I been awarded the Congress ticket, I would not have received such a huge support from parties across the State; I believe that I am destined for NCP.
The weight that all these parties carried along with them will be sufficient to make the differences,' Sona said apparently in reference to his expectations from the parties influence in the eight Assembly segments of Thoubal and Jiribam.
'Of the eight segments in Thoubal and Jiribam, seven were Congress strongho-lds.
That means as a Congress nominee I would have a good prospect there,' maintained Baite as well.
When lobbed with the doubt of winning, when two individuals from non-Naga communities contested the polls, Sona admitted that, Baite may robe him of 30% of his expected votes from the district.
But he doubts the latter's intention on seeking the peoples' mandate 'long after I (Sona) had ma-de my (his) intentions clear'.
Baite however maintains that he seeks the Congress ticket when Sona too seeks for the same, and days before Sona opted for the NCP tickets.
'Who's first, me or him,' he mulled.
Sona was defeated as the Chairman of Zomi Council some months back, but he is hesitant to say that he is planning to forsake his people - the same people he claimed he had opted to serve before the Congress party.
'It will only be a better plate-form to lead and serve my people,' he said when questioned why he now returns to state politics, which he had already left.
'Constituency (MLA) politics is entirely a different affair with MP politics,' replied Baite when asked why he considers himself hopeful at a time when he was already defeated as an MLA in Singngat AC.
NPP candidate T Hangkhanpao defeated the then Congress candidate and sitting MLA Thangso Baite in the last State Assembly election.
On their expectation from their own home turf that was alienated in two vote banks as Zomi and Kuki, Baite bravely said he would expect cent percent vote from the district while Sona assume to receive the backing of 70 to 80 percent.
Though Sona confesses to the fact that he had considered Mani Charenamei as his would be strongest contender, Baite refuse to comment on the query.
'It is still premature to comment on this,' he said.

Manipur Tribal land ownership discussed at seminar
Churachandpur, Feb 11 : A one-day seminar organised by the Churachandpur District Students` Union, CDSU, on the topic `Tribal land ownership and development in Manipur` was held today at the KKL complex, Headquarter Veng.
A seminar paper was presented by the Outer Manipur member of parlaiment, MP Cheranamei on the topic `Land and forest` while K Vungzamawi, a lecturer presented a paper on `Tribal land ownership and development`.
During the seminar Cheranamei said that ours was a land-based economy and land was the most important factor in the tribal based economy. But we somehow failed to maintain and manage our land due to primarily ignorance.
"In spite of the fact that government had created a department to assist in the management but it has not done enough in the direction, he said.The MP said he wanted political empowerment of the tribals of the state in any possible way adding that he played a role in making the SoO agreement possible, in the Indo-Naga peace talks, setting up of Indo-Myanmar border trade at Behiang, and inter village road connectivity and so on along with a possible helicopter service to the interior areas, setting up of a railway ticket counter and raising of the level of quotas by 7.5 percent in the railway exams.

Kohima, February 5 : The Silver Jubilee Celebration of Liangmai Baptist Association was held at Tening town local ground from January 27 to 29 under the theme ‘Celebrate God’s Faithfulness’.

The celebration of silver jubilee on the theme ‘Celebrate Gods Faithfulness’ was marked by cultural and musical extravaganzas presented by several young talents, choirs and cultural troupes.
ICI Central choir from Churachandpur, Manipur and Nampiliu and Esther Dailiam enthralled the gathering with their special numbers while Tening Village Youth Endeavour performed the cultural items during the three day Jubilee Celebration. Around 3500 Delegates participated in the jubilee celebration.
The Organising committee has acknowledged and expressed words of gratitude to all the committees for rendering their service for the grant success of the jubilee. The closing function was marked by firework display, signifying sound of joyous jubilee celebration and victory.

Rickshaw driver killed
Imphal, January 31 : A non-local rickshaw driver was killed when a goods laden Tata truck knocked him down along Imphal-Churachandpur Road at Kwakeithel just opposite to Lamjingba Lup under Imphal West Police district at around 9.30 am today.
The Tata truck was coming towards Imphal when the incident took place.
According to police report, the victim has been identified as Sultan Ansari s/o Juman of Jeet Kahia village under Rajepur Police Station, Motihari district, Bihar but staying at a rented house at Nagamapal, Imphal and driving a rickshaw.
He was returning from a place in Kwakeithel when the Tata truck (MN-02/0221) knocked him down.
He was rushed to RIMS Hospital but succumbed.

Bandh affects life in Manipur hill districts

Imphal, January 28 : The 24-hour full Chakka Bandh called by the All Manipur Newly Appointed Autonomous District Council Teachers' Association, 2006 on Tuesday adversely affected normal lives in the State especially in the hill districts of Ukhrul, Chandel, Senapati and Churachandpur.
Inter-district passenger buses did not ply today.
According to reports received by NNN, bandhs in Chandel, Churachandpur and Senapati districts were most effective with some reported instances of tyres being burnt, road blocks by supporters and even vehicles put on halt.
The teachers' association had called for a 24 hours full Chakka bandh over the alleged failure of the state government in paying their salaries for the last 19 months including their allowances and arrears.
The association also reportedly closed all the six Autonomous District Councils (ADCs) effectively for two days on January 23-24 .
Speaking to NNN, Ngamboi, spokesperson of the ADC of Sadar Hills area informed bandh supporters since morning blocked the road by burning tyres and putting up stone wall along the highway.
The spokesperson also informed that bandh supporters even stopped vehicles but clarified that no untoward incidents occurred.
However, the vehicles were allowed to pass after M Sushilkumar, Deputy Inspector General (DIG), Senapati range arrived on the spot and came to an agreement with the representatives of the ADC, informed Ngamboi, spokesperson of the ADC, Sadar Hills area.
Ngamboi, meanwhile, informed that the ADC might resort to other forms of general strike or even economic blockade along the National Highway 39 if the state government do not pay heed to their demands.
Meanwhile, an official source informed that more 80 (eighty) vehicles including loaded trucks and passenger vehicles were stranded at Mao Gate in Senapati district Tuesday evening due to the bandh.

Imphal, January 26 : Referring to the news report about the pilferage of PDS rice at Churachandpur, the DSO has claimed that no PDS rice was issued from FCS godown, Churachandpur from January 1 till date.
Whatever rice was distributed before Jan 1 was done so under proper supervision of FCS staff at DSO office.
The rice at the shop at CCpur was brought from Dimapur, said the DSO and added that the vouchers confirm this.

Songpekmun villagers homeless
Imphal, January 24 : MEMBERS OF nine families of Songpekmun village in Thanlon sub division of Churachandpur district have been rendered homeless after their homes had been burnt to ashes on the night of January 20 .
A press release issued today by the PIB (Defence Wing) stated that tragedy struck nine poor families of Songpekmun village in the remote and backward sub-division of Thanlon in Churachandpur district when fire engulfed their houses in the middle of the night on January 20 .
Around 2 o'clock on the morning of January 20, a resident noticed fire in one of the houses and raised an alarm.
However, since the houses of the poor villagers were made of only dried bamboos, in no time the fire spread to the adjoining houses.
The people had just enough time to save themselves and their children before the raging inferno devoured their homes and their meager but precious belongings.
The fire consumed everything in its way.
It was sheer providence that no one was injured except for a few minor burns in some of the villagers.
The press release further stated that when 12 MADRAS, located at Thanlon, came to know about the incident, they reacted in their usual professional way.
A relief team of a Medical Officer with essential medical supplies and rations for the affected people reached the spot in the morning.
Though there were no serious injuries, it was a sad sight to see small children pick whatever was left of what was once their home among the smoldering ruins.
The troops of 12 MADRAS distributed rice, milk, dal, sugar and tea leaves to the affected people.
It stated that the only civil government presence was in the form of a doctor from the Thanlon PHC who treated some of the inured.
Other than him, there was no official present.
In fact during the entire day, no official even cared to visit the village, the press release stated.

Identified as Jamkhothong of B Phaipham, and a father of two with dual spouse, the federation has been maintaining that he was done to death without any fault of his and demands an instant reaction from the Government.
With the student union backed by Zomi Council, still insistent on their demands during the talks held today at the DC official chamber normal life was affected in the entire township for the second consecutive day, today.
Assurance given by the district administration later in the day moments before the deadline of the student body and Zomi Council expires, however saves the situation heading for worse.
S Kapkhanmuan, ZSF president who was elated over the support of various student bodies in the district on the issue said the Government has promised to book the perpetrators of the crime at the earliest and agree to compensate the bereaved family according to the Government's standing orders.
Any form of imposition announced following the agitation was withdrawn later today with immediate effect from the government making their assurance formal, he said.

Imphal, January 21 : AT LEAST nine houses totally razed to ground in a fire burnt incident occurred at a small village named Swangpek located in the interior of the hill district of Churachandpur Tuesday early morning, an official report here in Imphal said.
Any human casualty is reported in the fired burnt incident which occurred at around 2 am today which according to police spread from a wildfire in the nearby area of the hill village.
The village is located under Thanlon sub-division, the farthest area from the Churachand district headquarters.
The families of the nine houses were left nothing except the clothing at their back, the report said.

Imphal, January 20 : WINDSHIELDS OF at least five vehicles, three buses and two trucks, have been broken by the protestors as the indefinite bandh along the Tidim road called by a JAC against the expansion of Imphal Tulihal Airport commenced today.
This morning, bandh supporters took to the street at Utlou area on the Tidim road and security forces also conducted search for the bandh supporters who were involved in the stoning and breaking of the windshields of the vehicles this morning.
The JAC has claimed that on the first day of the bandh, its volunteers had broken windshields of at least five vehicles including three buses and two trucks plying on the road violating the bandh.
They also threatened to intensify the bandh from tomorrow.
Medical and essential services and matters related with religion are outside the purview of the bandh, said the JAC.
A statement of JAC also appealed to the people not to attend to the offices located within the area covered by the JAC while stating that the bandh will continue till there bring about an amicable solution with the government.

GOC debunks 'Army shift' report
Imphal, Jan 18 : "We are very much here, my flag is still here", said 57 Mountain Division GOC Major General Shakti Gurung pointing his finger to the Army flag fluttering in front of his office while interacting with mediapersons on the sidelines of a welcome ceremony of an excursion team of Churachandpur students organised at the Leimakhong military facility today.
The Maj Gen however declined to comment in detail regarding the news report published in the January 15 edition of The sangai Express that the Army's gradual withdrawal from the State is inevitable.

Shakti Gurung, rather advised mediapersons to talk over the matter with the PRO of PIB (Defence Wing) .
The GOC also said that law and order in the State is improving considerably as a result of the concerted efforts of Army, Assam Rifles and State police forces.
Responding to a query on the recent attacks at the CM's bungalow and Raj Bhavan, the GOC opined that underground groups carry out such attacks out of frustrations.
UGs plan such petty attacks only to exhibit they are still active in the State, Shakti Gurung added.
Expressing on connection of State UG groups with Islamic militant groups (Jehadis), he said the Army does not have any formal input regarding connection of State UGs with Pakistani and Bangladeshi Jehadi groups.
The GOC also reiterated that Army would not tolerate any violation of SoO ground rules by any UG group who are party to the agreement to cease arm confrontation.
He also said that only people's movement against the UGs would bring peace in the State.
"As people are fed up with extortions and kidnapping, such a movement would come very soon," Gurung added.
Earlier the GOC welcomed an excursion team of Churachandpur students.
Shakti Gurung also interacted with the team who went for the excursion trip to Dimapur, Guwahati, and Kolkata under the aegis of 27 Sector Assam Rifles under the Military Civic Action Programme.
The team was led by an AR officer and comprised of two teachers, 16 boys and 10 girls from different parts of Churachandpur district.
Maj Gen Shakti Gurung also said the tour was organised to give a feel to the children that they are just not only a citizen of the State but a part of the entire India.
