Security forces` alleged role in ransom case condemned

IMPHAL, Jan 22 : The torture and arbitary detention of Elangbam Toto of the Hiro Hito track suit shop at Keisamthong by suspected Assam Rifles men on January 17 is an instance of human rights violations by state actors and it is shocking that the victim was released after he gave an assurance to pay Rs. 1.5 lakhs to the camouflaged personnel, the Human Rights Initiative has said in a release.

Such incidents were terrorizing the minds of the people and are condemned by the HRI strongly, it added.

The incident is a blunt example of impunity with which human rights violators are allowed to go scot free no matter what their crimes. State actors are involved in making money taking advantage of the insurgency issue in Manipur over the last few years, it said.

The situation is so alarming that for only some financial reasons, right to life of Manipuris are held to ransom anytime and anywhere. It has directly hit the backbone of the young entrepreneurs, it observed.

The authorities should institute a judicial inquiry in time to show respect to the Article 21 of the Indian Constitution pertaining to right to life and to end the military/police phobia.
