Imphal, April 3 : A top ranking official of the State Government has allegedly issued no objection certificate/ Essentiality certificate for running GNM course in a nursing school inspite of failing to meet the prescribed requirements.
According to a reliable source, an Under Secretary of the State Government issued the no objection certificate to the upgradation of the nursing school which is currently offering only training course on Female Health Worker (FHW) to run General Nursing and Midwifery (GNM) course.
This is inspite of the fact that the said nursing school does not fulfil the prescribed guidelines of the Indian Nursing Council for opening GNM course, the source added.
The source further disclosed that the Manipur Nursing Council inspected the said institution and reports of the nursing school were submitted to the State Government on November 20, 2007.It was clearly stated in the inspection report that the nursing school does not fulfil the requirements for running GNM course.
However, brushing aside the inspection report, the Under Secretary went ahead in issuing the no objection certificate/Essentiality certificate in favour of one of the nursing schools inspected giving a clean chit to its upgradation on March 23, 2009, the source said, adding that on the basis of the no objection certificate, one of the nursing schools in question has started inviting application for seeking admission to GNM course from the next academic session.
It may be noted here that currently there are in all 21 nursing schools in Manipur which are affiliated to Manipur Nursing Council.
Out of these 21 recognised nursing schools, GNM training course which is for a duration of three and half years is being offered in eight nursing schools.
They are School of GNM at Lamphel which is under the Medical Directorate, Government of Manipur, Shija Academy of Nursing School at Langol, School of Nursing runs by RDO at Lamsang, Kangleipak Nursing Institute at Khurai Konsam Leikai, Bethesda School of Nursing at Mualvaephei in Churachandpur district, Nightingale Nursing Institute at Porompat, School of Nursing at Kabeisoi and Irengbam Thamcha Nursing Institute at Uripok.
The nursing schools where the 18-month long Female Health Worker (FHW) course is being offered include FHW/ANM Training School at Lamphelpat which is under the State Health Department, FHW Training School at Lamphelpat which is under the State Family Welfare Department, FHW Training School at Churachandpur which is also under the State Health Department, FHW Training School at Lamsang which is under RDO, School of Nursing , Christian Hospital at Kangpokpi, Nightingale Nursing Institute at Porompat, Kabeisoi School of Nursing at Porompat, L Chaobi Nursing Institute at Porompat, Royal School of Nursing at Porompat, Rabi School of Nursing at Sangaiprou, FHW Training School at Bishnupur, Tentha Nursing Institute at Tentha and JN Nursing School at Porompat.
