IMPHAL, March 6 : Self Support Group, a body of widows living with HIV/AIDS in Manipur has demanded amendment of the Manipur AIDS policy 1996 stating that the policy is not suited with time.
The co-convener of the body, Wonchung Jajo interacting with the media persons here demanded amendment to the State AIDS policy. She said it should include provisions like pension scheme for the widows living with the disease, inclusion of representatives of the widows in the committee or board looking after the implementation of the policy.
A memorandum has also been submitted to the State Chief Minister O Ibobi Singh in this regard.
The proposed amendment should also have other provisions like making schemes for education for the children of the HIV/AIDS infected widows and reimbursement of fare to the widows on ARTS, she demanded. She also said that new ART Centres should be opened at the block and district levels.
Stating that the State AIDS Policy, 1996 was out of date, Convenor Ranjana suggested the CM to call an Assembly session to discuss the matter.
Committee threatens series of agitations in Manipur
Imphal , March 6 : The Joint Action Committee (JAC), formed by local residents to press Manipur government to bring to justice killers of Sub-Divisional Officer Th Kishan and his two staff members, today threatened to launch a series of agitations over the issue.
In a statement here, JAC Convener Y Kapur said they launched a poster campaign (&apospunish murderer cadres of NSCN-IM'(the Naga outfit which allegedly killed Kishan and two officials') from today.
He said there would be huge rally of cycle rickshaws, all over the district tomorrow to press for their demand to punish the Naga militants who killed Kishan and his two staff members on February 17 last in Senapati district.
Manipuris in Delhi would also launch a sit-in protest tomorrow to draw the attention of the national media to the gruesome killings, the statement said.

KTU abolished : KNO
Imphal, March 06 :: With its president Panghou Khongsai and general secretary Janglet Khongsai surrendered to the KNO/KNA, the Kuki Tribal Union (KTU) has been declared abolished today.
The KTU was established under the aegis of the NSCN (IM) in 2006. The KTU leaders surrendered to the KNO/KNA on February 25. Parading KTU general secretary Janglet Khongsai before media persons at a location in Sadar Hills, defence PRO of KNO/KNA wing VI, C Hegin Kuki asserted that since the NSCN (IM) could not extort money from the public after it came under ceasefire pact with the Government of India, the KTU was specifically set up only to be used in extortion.
The KTU leaders surrendered to the KNO/KNA after they realised their activities lack moral and political justification, he conveyed.
Janglet Khongsai also admitted that he surrendered to the KNO/KNA on realising that the activities of KTU set up under NSCN (IM) were false and anti-social.
Declaring that the KTU has been abolished with effect from today, Janglet Khongsai warned that any body found demanding or collecting money in the name of KTU should accept whatever punishment given to them.
Earlier, weapons necessary for extortion activities were provided by NSCN (IM).
Of the total amount collected or extorted, NSCN (IM) took 80 percent while KTU received 20 percent, he disclosed.
Strongly condemning the act of leaving the corpses of the Kasom Khullen SDO and his two staff at Taphou Kuki village after they were murdered in the most brutal manner by NSCN (IM) cadres, Hegin Kuki questioned the motive behind discarding the Gypsy allotted to the SDO within the "designated area" of KNO/KNA while the SDO and his staff were abducted from the Ukhrul DC office complex along with the Govt allotted vehicle in broad day light.
Asserting that the NSCN (IM)'s design was aimed at sparking off a disastrous communal clash between the Kukis and the Meiteis, the PRO warned that the KNO/KNA will award harsh punishments in case any one perpetrates such diabolic activities ever again.

Murders most foul

AFTER a week of uncertainty and tension following the barbaric murder of Kasom Khullen subdivisional officer Thingnam Kishan and two of his staff, driver A Rajen Sharma and Y Token, by assailants, who everybody knew were suspects but never were able to, with justification, pinpoint the allegation, the first stage of the matter has somewhat been sealed.
The NSCN(IM) has now owned up that one of its cadres, Lt-Col H Nighshen, was behind the unspeakable crime, albeit without the authorisation of his higher authorities.
The sensitivity to public pressure deserves appreciation, so too the organisation’s courage to own up to the crime. However, just this much concession cannot exonerate it. It must now demonstrate that it is capable of putting its worth where its mouth is. It had promised penalty to any of its cadres found involved in savagery, now it is up to the organisation to show it meant what it pledged it would do as a matter of principle. Only this would win it some degree of redemption in the eyes of the people, especially the Meiteis whom the killers seem so vindictively to have targeted.
It is worth recall that six people, including the SDO, were abducted. Of them, three were Meiteis and the rest Tangkhuls. The three Meiteis were butchered and the three Tangkhuls were let off. The murderers will need extremely strong justification to prove there was nothing communal about the crime. Again, the victims were left in the vicinity of Taphou Kuki village, further adding to the sense of a very sinister intrigue being played out.
From the organisational perspective too, the NSCN(IM) cannot possibly treat the matter lightly even if it comes to consider the killings are with justification. For one, as per its own admission, the killings had no official sanction of the organisation. The obvious implication is, this particular unit which was involved in the crime, or perhaps there are more such units, seems to have been operating independently of any centralised authority of the organisation.
If this is the case, apart from the danger it poses to the general public, it also does not reflect well on the organisational health of the NSCN(IM). The adverse consequences of the withering away of central authority in a militaristic organisation needs no further convincing, at least in Manipur which has witnessed some underground organisations splinter into dozens of armed bands.
Even if the NSCN(IM) does what is expected of it and punishes the killer and his accomplices fittingly, there is much more to be pursued in the case. One of these has to do with the allegation that the deputy commissioner of Ukhhrul district has always hobnobbed with the killers.
This allegation comes from beyond the grave. According to what the bereaved wife of Kishan told the media, her late husband had always been unhappy about his immediate boss’s conduct on this count.
This allegation is to be seen against the background that the vehicle in which the three murdered men, together with three more were travelling had been commandeered on 13 February by their assailants from the gate of the Ukhrul DC ’s office at Ukhrul immediately after they attended a meeting which the latter had called.
The DC as well as the district superintendent of police, who did not report the matter, has since been suspended from service pending an enquiry. The DC, instead, quickly went on leave the next day, even as the murdered officer and staff were still missing.
From circumstantial evidence, it also does seem there was plenty of bad blood generated in the distribution of work charges under the Central government’s National Rural Employment Guarantee Scheme.
The picture that comes across from the information so far is that of an upright officer walking into a corruption den and paying the ultimate price for trying to mediate and intervene in a high-stakes game of plundering official booty. The matter needs focused investigation for, as the saying goes, dead men tell no tales.
There is also ambiguity in the government of India’s truce with the NSCN(IM). In the last list of banned organisations New Delhi published mid-last year, the organisation, together with a number of Kuki underground groups, were conspicuously missing.
Moreover, the NSCN(IM) truce also officially exists only in Nagaland. As to how all this would translate in legal terms is a matter of bewilderment and outrage for the lay public. The apprehension is also that this ambiguity would be used to put up a smokescreen behind which the murderers and their accomplices, including government officials, are allowed to slip away. This has happened before.
The savagery of the murder would also appal anybody except pathological killers. The SDO and his two staff were blindfolded, hands tied behind their backs and their faces and heads bludgeoned with a spade into total disfigurement.
Kishan’s death, especially, has shocked most. He combined the rare values of academic brilliance and a strong commitment to society and justice.
When he decided to join the Manipur Civil Service, having cleared the last long and torturous recruitment process, he was already a lecturer of English literature in the DM College of Arts, and also had an appointment letter to join Manipur University’s English department as a lecturer. Earlier still, he was lecturer of English on an ad hoc basis in Shyamlal College, University of Delhi.
He had also shown extraordinary commitment to social reform and justice exhibiting immense activist instinct in bringing out a quarterly journal, Alternative Perspective, which intellectually addressed the many unsettled issues faced by Manipur and the North-east.

State demands 8 btns SF to protect projects
Imphal, March 05 : Manipur government has demanded provision of altogether eight battalions of Central security forces for deployment in project areas of Tipaimukh Hydro Electricity Project and Jiribam-Imphal Rail Line in the North Eastern Council Steering Committee on Security and Border Trade meeting held at New Delhi today, officials report here said.
In the meeting which chair by the Union Home Secretary Madhukar Gupta, state additional chief secretary, (planning and home) DS Poonia represent the state.
Joint secretary MHA (Border Management) Jarnail Singh also took part.
From the Manipur government side, the source said, deployment of adequate Central Security Forces in the project sites at Tipaimukh Hydro Electricity Project and at the Jiribam-Imphal Rail Line was tabled.
Deployment of at least four battalions each at the two projects sites above the presently stationing security forces was proposed by the state stressing the needs of flashing out militants operating in the areas where the projects are taking up.
As per the government assessment reports, the area where the Tipaimukh project located is dominated by militant outfits, Hmar People Convention-Democratic (HPC-D) and Hmar National Army (HNA).
Besides UNLF, NSCN(K), NSCN(IM) etc.
are also actively operating.
The controversial Tipaimukh Hydro Electricity Project located within Manipur bordering with Mizoram state under Purbung sub-division of Churachandpur district at the confluence of Tuivai and Barak River.
Apart from strong presence of militants, the project has been taken up amidst strong opposition from various NGOs, government consider to provide sense of security to the officials and workers of the project is a must.
Many NGOs in Manipur are strongly opposing the construction of this dam highlighting the impacts of the dam to the ecosystem and biodiversity as the dam will submerged a vast land under water.
Considering all this expects, state government proposed deployment of 23 companies (4 battalions) of central security at the project site for the protection of quarries, roads and project site construction.
The security assessment is against the Union ministry of home affairs (MHA) which put the initial requirement of security forces at 12 companies.
As many as 21 rebels groups are active in the area along the 94 km stretch where the Jiribam (border town of Manipur with Assam)-Imphal (first phase), Manipur government assessment reports further stated citing the need of deployment of at least another four battalions of Central Paramilitary Forces for deployment for the protection of the project sites.
Detail of the militants presence on the areas were the rail line is pass through, the report said UNLF, Naga National Council (NNC), NSCN(K) and Kuki National Front (KNF) are operating in the areas from Jiribam to Kaimai, the area from New Kaimai along the Khongsang upto Irang is dominating by NSCN (IM) and at Awangkhul by both factions of NSCN.
The report also said that NNC was initially confined only in Nagaland but their operations expanded at Ukhrul, Senapati and in Tamenglong (where the railway line project located).
As such at present altogether 21 rebels outfits (eight each of Naga and Kuki, two each of Zomis, Hmar, one Muslims and five Meetei are operating in the area where the railway to pass, the assessment report to be tabled stated.

With the AICC Ticket Committee wherein Chief Minister, Ibobi and MPCC president, Gaikhangam, were also members convening a meeting over the selection of candidates for the inner and outer Manipur seats, the CM, MPCC President and Power Minister Phungzathang Tonsing have left Imphal for Delhi today.
The choice of the committee will be obviously announced officially on March 5. However, Works Minister, K Ranjit, Education Minister, L Jayentakumar, IFCD Minister, N Biren, MLA Bijoy Koijam, MLA Dr Kh Ratankumar and MLA, O Landhoni have also took another flight to Delhi today.
According to source, the ministers and MLAs have been air dashing to Delhi to lobby for the Congress ticket to their respective candidate.

Migrant workers search for safety Curfew cripples life
Imphal, March 04 : Concerned over the safety of the migrant workers in Imphal following they are being targetted by unknown assailants in the last few days, the state police have started vacating the migrant workers to safety places from Tuesday.
Till the filing of this story, atleast 140 (hundred-forty) migrant workers from different parts of the state have been shifted to Dharamshala, located at Thangal Bazar, Imphal.
According to the president of the Bazaar Board, Imphal, the number of the migrant workers may increase and added that all necessary arrangement have been made, including fooding and lodging for the campers.
The president also revealed that the workers will be camping at the Dharamsala until normalcy returns and informed that the board has apprised the governor of Manipur at around 10:45 Tuesday morning during which the governor assured possible help personally for protection of the migrant workers.
On the other hand, family members of the deceased Rajkumar Choudury, who was shot death at Kwakeithel in Imphal West on Sunday, urged the concerned authority to grant permission to take the body of the deceased to their native state for the last rite which the government denied as to avoid any communal flare up.
However, negotiation was on with the concern deputy commissioner and the migrants regarding the matter till the filling of this report.
Meanwhile, the migrant workers at Dharamsala, who are mostly daily bread earners, asserted that killing the innocent people like them who are living with hand to mouth will not bring any solution to whatever the killers were seeking.
Seeking help from the state government, the migrant workers also disclosed that some of the family members of victims in the past years were yet to receive any assistance from the government of Manipur inspite of the assurance made by the government.
Till the filing of this story, atleast 140 (hundred-forty) migrant workers from different parts of the state have been shifted to Dharamshala, located at Thangal Bazar, Imphal.
According to the president of the Bazaar Board, Imphal, the number of the migrant workers may increase and added that all necessary arrangement have been made, including fooding and lodging for the campers.
